Study On Occupational Safety Protection System Under The Form Of Teleworking

Telework is a relatively new form of work emerging under the background of information network communication.It can be traced back to the 1970 s.The development of telework has important social significance for alleviating traffic congestion and environmental pollution,and is also conducive to solving the employment problem of disabled persons of special groups.At present,with the spread of the COVID-19 around the world,the new work mode of telework is playing an increasingly important role,especially in the Internet-related industries,which can fully realize telework.Under the impact of the epidemic and advantages of telework,the number of teleworkers is increasing.In the form of telework,the work of workers is mainly concentrated in the Internet industry,information technology industry and other fields,and there is no need to operate large-scale machinery and equipment,but teleworkers still face occupational safety protection issues that are different from traditional occupational injuries.Its occupational characteristics have many particularities,and it is difficult to directly apply the current occupational safety protection system,and the occupational safety protection of teleworkers is in dilemma.The structure of the article is divided into four parts: the first part is a brief introduction abaout the occupational safety protection system under the form of telework,which mainly introduces the definition,characteristics and classification of telework,as well as the theory of occupational safety protection,including occupational safety rights.The development history and theoretical basis of occupational safety protection.The second part is the dilemma faced by workers’ occupational safety protection system under the form of telework.First,it introduces the operation status of occupational safety protection system,including legislation,law enforcement supervision and rights relief.Then it introduces the conflict between the occupational characteristics of telework and the traditional working time system and workplace,as well as the problem of occupational injury relief faced by workers in the form of telework.The third part is the investigation of the occupational safety protection system of extraterritorial telework,which introduces the legal system of telework in the United States,the European Union and Japan,including the legal definition of telework,working time system and occupational injury relief,compares the foreign practical experience with China’s occupational safety protection system,and puts forward corresponding reference suggestions.The fourth part is the improvement suggestions for the occupational safety protection system of telework.Based on the current occupational safety protection system and the particularity of telework,this paper mainly focuses on the working hours system,workplace supervision and inspection,work-related injury identification and insurance.The three parts of relief respectively put forward corresponding countermeasures and suggestions for the occupational safety protection dilemma faced by workers in the form of telework.
