Research Study On The Supervision Of Government Subsidies For Vocational Training In Shenzhen

With the high-quality development of the national economy,the problem of the lack of vocational skilled personnel is becoming more and more prominent due to the increasing employees.A multitude of policy documentation have been published from state to local.Vocational training system covering all urban and rural workers and lasting throughout the lifetime of the workers has been established and implemented.Under this background,the private vocational training institutions have developed and grew rapidly.It is economic market that plays an essential role in Tianjin for the past few years.In order to response to the state policy actively,it deepens the reform of human resources,expands the fund of subsidies which further clarifies the requests,scale and amount on professional training.Thus,it prompts the vigorous development of vocational training in Shenzhen.On the other hand,however,many negatives appear on subsidies in the process of government supervision due to the rapid development.And then,the subsidies program of private training agencies can be developed smoothly and orderly.This thesis is aimed at the subsidies regulation of the state for the private training in Shenzhen.The features of government subsidies supervision here and overseas can be found during the documents analyzing and the research.And it concludes the relevant theories of government subsidies supervision for private professional training.Taking the training institutions in some district in Shenzhen as the sample is done through questionnaire and interview.The data which includes institutions,trained people and supervisors to clarify the problems involved in supervision subject,object,process,content,mechanism and effect.So as to analyze the reasons in them,suggestions should be provided in order to further improve the supervision mechanism which involves defining the principal responsibility,perfecting the laws and regulations,innovating the supervision mode,improving the supervision mechanism,strengthening the state support,constructing the evaluation index system of the government supervision effect,and safeguards for the implementation of the proposed regulation on government subsidies.The research contributes to the Implementation and promotion of subsidies regulation of the state for the private training in Shenzhen,it gives better play to the government’s regulatory functions,in order to standardize and ordered vocational training market,we will give full play to the policy of subsidies for vocational training,which will play a positive role in guiding training,improving the quality of workers and resolving employment conflicts.
