| At present,consultative democracy in urban communities is an important part of consultative democracy at the grass-roots level.The practice of consultative democracy in urban communities is also widely carried out throughout the country and has achieved fruitful results.The old urban communities are mainly the employee communities funded by the government and units before the market-oriented reform.Most of these communities are seriously aging,densely populated,poorly planned,and the supporting facilities in the communities are not sound enough to meet the basic needs of community residents,especially the elderly.In the process of transformation of such old communities,emphasizing the construction of "urbanity" and "aging suitability" is an important step to improve the level of urban grass-roots governance.The transformation of unit type community to "community suitable for the elderly" is indispensable from improving infrastructure,optimizing living environment,to improving service functions,building community culture,and strengthening long-term management.The "installation of elevators" has become an important link.This paper uses the methods of questionnaire survey and case study to select the consultative democracy practice of installing elevators in JY’s old residential quarters as a case to analyze its dilemma in the practice of consultative democracy,which is mainly manifested in the large flow of community residents’ committees,the lack of evidence in dealing with problems,the failure to form an atmosphere of grass-roots consultative democracy,the mismatch between some technologies and the actual application scenarios of consultation,and from the perspective of organization,system,culture The reasons for the plight of consultative democracy are analyzed from four aspects of technology,including unclear division of community functions,imperfect system construction of community consultative democracy,weak awareness of residents’ participation,and insufficient community team construction.Finally,the paper puts forward the governance path of the dilemma of the practice of consultative democracy in urban communities: strengthening the overall leadership of the Party;Perfect the system of community consultative democracy;Mobilize residents’ participation;Strengthen the construction of community workers.. |
