A Study On Poverty Alleviation Of Rural Low Income Groups-Taking Jizhou District Of Tianjin As An Example

By the end of 2020,China’s rural poor population has achieved a comprehensive poverty alleviation.At the same time,many rural areas are facing the poverty problem of rural low-income groups.The rural low-income groups,which are between the "two assurances and three guarantees" and the rich,are different from the poor groups we know.They are also confronting various problems which are brought by poverty.Whether we can solve the poverty problems of the rural low-income groups is closely related to the interests of the state and the people.This dissertation takes the rural low-income groups in Jizhou District of Tianjin as an example.Through the method of document analysis,classification,data analysis,it combines with the research results of poverty alleviation at home and abroad,especially the research results and common problems of targeted poverty alleviation in rural areas in China.This dissertation sums up the data of household visit survey,analyzes employment,entrepreneurship,medical treatment,schooling,etc.It explores the relationship between the characteristic variables of rural low-income groups and poverty alleviation effectiveness data of the improvement degree of rural low-income groups’ quality of life.This dissertation provides a theoretical basis,and explores a "poverty alleviation" path for the low-income groups.Through the study,we found that employment assistance cannot be the most important assistance measure,but schooling and medical treatment play a very important role in helping low-income groups.Death,serious illness,disability,old and infirm are important obstacles to get rid of poverty and become better.There is still more room for social welfare organizations to provide assistance to low-income groups.The preferential policies such as the minimum living standard,five guarantees need to be further improved in combination with the local actual situation.According to the current situation of rural low-income groups in Jizhou District,the following suggestions are put forward:(1)We should bring the superiority of Jizhou District,lead more low-income households to join the industry to get rid of poverty,realize the mode of development has changed from blood transfusion to hematopoiesis.(2)We should combine with the actual situation,pay attention to the function of social security system,provide basic guarantee for the rural low-income groups.(3)We should promote the standardization and orderly circulation of rural land,and transfer the labor force of rural low-income groups reasonably.(4)We should implement the minimum wage security system and safeguard the basic labor rights and interests of low-income groups.(5)We should eliminate "zero-employment" families and guide low-income households to speed up employment.
