Research On The Governance Of Rural Human Settlements In Zhanjiang Under The Background Of Rural Revitalization

With the process of completing moderately prosperous society in all respects,China is moving forward to the goal for building socialist modernization.Pursuing a rural vitalization strategy,to accelerate the modernization of agriculture and rural areas is the significant component of achieving this goal.The improvement of rural living environment is not only the important task of rural vitalization strategy,and also is necessary requirement of building beautiful and pleasant rural environment,to fulfill villagers aspiration for a better life.This essay is taken the problems of rural living environment in Zhanjiang as research objects,based on the theories of sustainable development,Polycentric Governance and Circular Economy,using research methods of literature study,onsite investigation,questionnaire survey and cases analysis,to conclude the main approaches and results of rural living environment improvement comprehensively,and analysis the existing issues and occurred reasons,by selecting the domestic typical cases,which provides practical suggestions and references for accelerating the progress of rural living environment improvement and building beautiful villages.The essay is mainly comprised of eight parts.Firstly,it introduces the background,meaning,the situation and research methods of domestic and foreign countries.Secondly,it summarizes the theories regarding rural living environment and the basis of the research theories.Thirdly,it points out the necessity to improve Zhanjiang rural living environment under the background of rural vitalization.Fourthly,it presents the situation of Zhanjiang,and indicates the status,actions and result of improving the rural living environment.Fifthly,it concentrates on the problems of low villagers participation,lack of funds and inefficient governance,which are mainly caused by the villagers poor consciousness,short of continuous funds,and lack of long term governance mechanisms.Sixthly,it concludes the rural living environment improvement experiences of three cities,such as Jiande in Zhejiang Province,Wuxi in Jiangsu Province and Qingyuan in Guangdong Province,which received the inspiration of insisting organization leadership,making priority of planning,and taking villagers as main body.Seventhly,it based on these typical experiences,integrated with Zhanjiang local situation,proposed the suggestions to improve Zhanjiang rural living environment from four perspectives of villagers positivity,sources of fund,actions quality and supervision.Lastly,the research conclusion of this paper is put forward.
