Research On The Implementation Status And Problems Of College Students’ Military Service

The reform of the armed forces has been continuously deepened,new equipment has been continuously assembled,and the quality requirements for military personnel have been continuously improved.College students are high-quality talents among school-age young people.Recruiting them into the army is an important measure to implement the strategy of strengthening the army with talents.A series of service policies for college students have been issued at the national,provincial and municipal levels.In 2016,the Ministry of national defense mobilization was established,and the recruitment work implemented the quantitative evaluation policy.Taking this as the starting point,the proportion of college students was significantly increased,and the problem of the number of college students was initially solved.However,there is still much room for improvement in the quality of college students,with few undergraduates and graduates accounting for a low proportion;There are still major deficiencies in retaining and making good use of high-quality soldiers.Most of them take the initiative to retire and serve for a short time.By studying the current situation and problems of the implementation of College Students’ service policy in Q District of Chengdu,this paper puts forward targeted policy optimization suggestions,in order to further improve the quality of College Students’ soldiers and guide them to serve safely for a long time,so as to further promote the development of military construction.Firstly,this paper combs the roster of recruits in Q District of Chengdu over the years,understands the overall changes in the proportion of college students and the educational structure,and finds that the proportion of college students is increasing year by year,and the implementation of quantitative recruitment evaluation policy and preferential treatment policy has a certain effect;However,from the perspective of the academic structure of College soldiers,there are few undergraduates and graduates,the improvement of soldiers’ quality is not obvious,and the evaluation and incentive role of service policy has not been brought into full play.Secondly,combing the roster of retired soldiers in Q District of Chengdu over the years,understanding the changes in the educational background of retired soldiers,it is found that the proportion of retired college students is increasing year by year,reflecting the problem of College Students’ soldiers "obtaining more and going more";Through the analysis of meritorious service awards in recent two years,it is found that the number of meritorious service awards in long-term service is significantly higher than that in short-term service,so as to further clarify the practical significance of long-term service of high-quality soldiers.Thirdly,a questionnaire survey was conducted on the young recruits who participated in the pre service education in the spring of 2022 to understand the service expectations,and an interview survey was conducted on the college soldiers who have retired in recent years to understand the retirement motivation,so as to explore the policy reasons for the large number of College soldiers,low quality and poor retention.Sort out that the threshold of preferential treatment policy is low,and encourage college students’ soldiers to retire as soon as possible to realize the preferential treatment policy;The absence of policies to solve academic worries hinders high-quality college students from joining the army with pens and serving for a long time;The resettlement policy is not friendly to college graduates,which leads to the lack of motivation for high-quality soldiers to serve at ease.Finally,on the basis of in-depth analysis,this paper puts forward some suggestions on the optimization of College Students’ service policy.First,take the step preferential treatment method,link the service life with the preferential treatment qualification,improve the difficulty of realizing the preferential treatment policy,and promote the long-term service of College Students’ soldiers;Second,deepen the joint education mechanism of College troops,explore personalized learning methods,solve academic worries,and enhance the attraction to high-quality soldiers;Third,optimize the placement of College soldiers,improve the enthusiasm of college graduates and increase the recruitment proportion of college graduates.
