Study On The Problems And Countermeasures Of Government Function Performance In The Development Of Rural Tourism In Bamboo Village,Chongzhou City

Since the implementation of my country’s rural revitalization strategy in 2018,the annual Central No.1 document proposes to develop rural tourismand,which has become one of the effective means for the country to revitalize the countryside.From the current situation of literature research,it can be seen that the vast central and western regions of our country do not have the conditions to develop rural tourism independently,and most of them need to rely on the administrative force of the government to promote or maintain development.With the continuous promotion of the rural revitalization strategy,the development of rural tourism has gradually entered a new stage,and the requirements for the performance of government functions are also gradually changing.At the same time,due to the vast territory and large regional differences in my country,the corresponding development models of rural tourism have certain regional characteristics.Therefore,it is more necessary for us to explore and study more specific cases according to local conditions,and continuously promote the effective performance of local government functions in the development of rural tourism.Based on the analysis and application of relevant theoretical knowledge such as service-oriented government and public goods,this paper selected Bamboo Village as the research object and analyzed the basic situation of Bamboo Village from the perspective of the performance of government functions.And further adopted the methods of questionnaires and on-site interviews to conduct questionnaire surveys on tourists in the scenic spots,and conducted on-site interviews with government personnel,operation managers,new villagers,and aboriginal people,we have truly understood the opinions,suggestions and satisfaction with the performance of government functions of various groups and analyzes the performance of government functions of Chongzhou Municipal Government in the development of rural tourism in Bamboo Village,the existing problems and their causes from the perspective of the performance of government functions.At the same time,by learning from domestic and foreign typical cases of rural tourism with three different government functions fulfillment ways as “market-led + government support”,“government + market integration” and “government-based + market-assisted”,the Bamboo Village is summarized in the function performance way that the government can refer to at different stages of rural tourism.The study found that the Chongzhou Municipal Government has problems such as insufficient grasp of rural tourism background,insufficient supporting management mechanisms,and weak awareness of“service-oriented government”,which resulting in the direction of the government’s protection of farmers’ main position is not enough,inefficient performance of government functions,and the concept of government-led development is too strong.Therefore,this paper proposes three countermeasures for the existing problems.First,we must grasp the connotation of the policy scientifically to adjust the direction of function performance.Second we should improve related supporting mechanisms to improve the performance of functions.The third is to increase the participation of market to balance the focus of functional performance.Besides,the author try to put forward the transformation direction of the performance of government functions in rural tourism development in central and western rural areas such as Bamboo Village: the initial stage is dominated by the government,and market competition should be actively introduced in the process of transition from the initial stage to the mid-term,and a situation in which the government and the market work together in the mid-term will be formed;a coordinated development model led by the market and supervised by the government was formed in the later stage.Through the above research,this article hopes to provide a reference for the sustainable development of rural tourism,the effective play of the government’s role,and the enrichment of rural tourism case studies.
