What the people want is what the government wants.Government services reflect the people’s aspirations and expectations,and constitute the basic function of the government.It is the goal of contemporary China to provide more accurate,convenient and efficient government services and realize people’s yearning for a better life.Therefore,China has gradually explored and continuously optimized the supply of government services.With the advent of the era of big data,the in-depth application of a new generation of information technology in the field of public services has promoted the demand and impetus for innovation in the supply of government services.Information technology can assign and update the supply thinking,break through time and space limitations,to change Chinese traditional public service supply mode,for the government,enterprises,reshape the relationship between the society and the public,the public service supply to precision,integration,scope expansion and subject diversification,thus providing more high-quality and efficient government services.At the same time,as a new product of The Times,big data is bound to have problems,risks and imperfections in the application of government service supply.Therefore,this paper takes the practice in the construction of "Internet + government services" demonstration zone in X District of Shanghai as a case to think about the innovative development of Internet + government services in China in the new era.This paper focuses on the government’s innovative approach in terms of the way,method,object and content of public service supply.The question to consider is what kind of innovation has been carried out in the supply of government services in the information age? What are the problems with innovation? What direction should China’s government service supply go in the future in the new era?From the research literature,the related studies of "Internet + government services" are mostly confined to the connotation and generation of the concept Logic,case analysis and performance evaluation in four aspects,lack of "Internet +government service" such as "one network" Business "the latest reform practice form of tracking.In this paper,the theoretical perspective of holistic governance is used to try the above.As an example,this paper analyzes the current situation,problems and optimization path of the construction of "Internet + government services" in X District of Shanghai.In addition to the conclusion,this paper mainly consists of the following parts: The first part involves the definition and theoretical basis.This paper expounds the concepts of Internet,Internet +,fragmentation and government services,and discusses the theoretical basis of holistic governance.The second part is the current situation analysis.This paper mainly studies the current situation of government services in the Internet era of Shanghai.Put forward the research background,the idea development course,the necessity analysis.The third part is the problem and the reason analysis.Based on literature analysis,questionnaire survey and comparative analysis,this paper analyzes the deficiencies and causes of "Internet +" government services.The fourth part analyzes the reform experience of Singapore’s e-government and Japan’s administrative examination and approval to provide a reference basis for the optimization of the fifth part.The fifth part is countermeasures and suggestions.From the perspective of "Internet +",it clearly puts forward the path to improve the government online service,that is,to promote information sharing and deal with the problem of information isolation;Promote the "Internet Plus";To build a coordination mechanism to achieve deep integration;We will improve our institutions and systems to ensure long-term development.The innovation of this paper may have three points: one is the case and material innovation,tracking the current "Internet + government service" reform of the latest practice cases;Secondly,the research method is innovative.The methods of participatory observation and empirical research are used comprehensively.In particular,relevant questionnaires are designed for the people and staff in X district to show the operation story of "One Network and One Network" in X district.The third is to combine theory with practice and make use of the advantages of working in government service units,combine public management theory with practical work,analyze and study the current status,effectiveness and problems of online government service,and then put forward a series of optimization paths.The deficiency of this article: the author is limited to the operation of the unit,and considering the limitations of interview object,this article only in the existing literature on the basis of related research,and obtained the conclusion and countermeasures may not suitable for all the administrative examination and approval system online but limited to ability and effort,this paper still exists the shortage of the design and the sample size is relatively small,and the paper emphasizes the application countermeasures of discussion,to "Internet + e-government service" practice "of the story is worth refining has larger ascension space.
