A Study On The Effect Evaluation And Improvement Countermeasures Of Temporary Relief Policy In Shanghai

As an indispensable part of China’s social assistance system,temporary assistance has the characteristics of emergency and flexibility to make up for the deficiencies of other assistance systems that have not been implemented or people still have difficulties in life after the implementation of assistance.In 2007,China began to formally explore the pilot work of temporary relief.After years of development,the temporary relief system in various places has formed its own system and plays an important role of transitional and emergency.However,in the implementation process of temporary relief policy,it may encounter obstacles and problems from many aspects,thus weakening the actual relief effect of temporary relief policy.Therefore,based on public policy evaluation and other relevant theories,this paper summarizes the specific implementation content of the current temporary relief policy in Shanghai,understands the development of the current policy,conducts an empirical analysis on the relief effect of the temporary relief policy,and puts forward relevant countermeasures and suggestions for further improving the temporary relief policy.This paper consists of six parts.The first part is an introduction,which mainly includes the research background and significance,domestic and foreign research overview,research ideas and methods,and research innovations and shortcomings;The second part is the concept definition and theoretical basis,mainly explaining the concepts of social assistance and temporary assistance,and It expounds theories of public policy assessment,feasible capacity poverty,etc;The third part sorts out the specific content of Shanghai’s temporary relief policy and the connection with other relief projects,and understands the current development of the policy;The fourth part is the research design,mainly based on the public policy evaluation theory,to construct a temporary assistance policy effect evaluation system in three dimensions:form,fact and value;The fifth part is the empirical research and analysis,first of all,it sorts out the initial stage of the establishment of the temporary assistance legal system According to the status of the development stage,the evaluation research of the form dimension is carried out.Secondly,according to the application reasons for temporary assistance,the recipients are divided into six categories.Based on the evaluation indicators of facts and value dimensions,the classification and descriptive statistical analysis of the overall assistance objects are carried out,and corresponding research hypotheses are put forward for correlation and regression analysis.Finally,based on the questionnaire data and interviews,it summarizes the current problems of Shanghai’s temporary assistance policy;The sixth part puts forward relevant perfect countermeasures to improve the effect of Shanghai’s temporary assistance policy.The main conclusions of this paper are as follows: first,the legal guarantee system of temporary relief has not been formally finalized and tends to mature;Second,the effect of temporary relief policy on the improvement of medical care,housing,education and employment difficulties has a significant impact on the recipients’ approval of temporary relief policy to meet their basic living needs,especially in the improvement of medical care.Third,the satisfaction degree of the relief objects to the publicity effect of the government’s temporary relief policy has a significant impact on their understanding of the temporary relief policy.When the government’s publicity work is fully completed,the relief objects are more satisfied with the publicity effect,and the understanding degree of the temporary relief policy is also higher.Fourthly,the reasonableness of the definition method of temporary relief objects significantly affects the fairness of the relief objects’ right to improve their lives.The more reasonable the definition method is,the higher the fairness of the relief objects’ right to improve their lives is guaranteed.Fifth,the degree of improvement of the technology and skill level of the recipients has a significant impact on the increase of the employment opportunities of the recipients.As the skills and technology of the recipients progress and the technical level continues to improve,the more employment opportunities they will get and the stronger their personal development ability will be.Based on the above conclusions,relevant countermeasures and suggestions are put forward: first,to optimize the design of temporary relief legal system;Second,improve the working mechanism of temporary relief;Third,we will strengthen the public foundation for temporary assistance policies.
