Reaserch On The Optimization Of Rural Governance Path For New Village Sages In H Village,A City,Zhejiang Province

Party’s sixth plenary of the nineteenth,perfect the system of social governance,improve the party autonomy,and the combination of virtue and rule of the leadership of the urban and rural grass-roots governance system,promote social management center of gravity to move down at the grassroots level construction work sharing of social governance system,everybody is responsible for the construction of social governance of community,everyone is responsible,everyone.However,the phenomenon of brain drain,low organizational level of rural grassroots organizations and interest-oriented village culture still exist.Compared with cities,the biggest difference of rural governance in China lies in its reliance on social circles of acquaintances.In recent years,academic research on the theme of village sages’ participation in rural revitalization and grassroots governance is also rising.In the face of the re-adjustment of power and interest pattern at the grass-roots level in the period of "one shoulder to shoulder" after the change of administrative villages,how to guide the new village elites to participate in rural governance,make up for the shortcomings of grassroots talents and solve the problems of grassroots governance has become a topic that has been thinking and exploring all over the country.Based on literature research,this paper first analyzes the path and defects of the current new village elites’ organizations participating in rural governance.Taking H village in A City of Zhejiang Province as the research sample,this paper takes embedding theory and multiple governance theory as the theoretical basis,and adopts literature research method,field investigation method and case analysis method.In-depth understanding of the governance of the new township sages organization in H village in A City before its establishment,and the power generated by the new township sages organization in H Village in A City,the organization overview,participation path and performance of the "village two committees + township sages Association" in H village in A City were investigated.In addition,I learned from the survey and interview that there were some dilemmas in the process of participating in governance,such as the incomplete overall role of the new villagers,the deviation of the role expectation of the new villagers in H village,and the unsmooth operation of the new villagers’ participation in governance.On this basis,the paper analyzed difficulties exist intrinsic reason,thus put forward the new follow villager participate in the optimum path of grassroots governance,including through cultivating a batch of bear with era characteristics and spirit of new follow villager,perfect follow villager organizations normalized management system,promotion and the body of the government,the village two committees,villagers,interactive relationship,such as new follow villager culture lead the local custom civilization,Namely to strengthen the new follow villager organizations long-term running embedded embedded system,the relationship between innovation governance mode,strengthening the new follow villager perceived value and obtain the function of the embedded and build the culture embedded follow villager leading the local custom civilization,so as to achieve the new follow villager groups fit into society of rural governance model,endogenous booster grassroots modernization management system and management ability.
