| With the deep evolution of globalization and international relations,China attaches great importance to high-quality development and high-standard opening-up.It is an urgent need for city governments at all levels in China to enhance the level of exchange with international friendship cities(short as IFC)and to organically combine the IFC-related work with the modernization of city governance.Nanning is a representative city of the study in terms of its administrative level,geographical location,strategic positioning and fundamentals of IFC.Nanning also faces many practical difficulties in terms of exchange with IFC,for which Nanning needs to find a suitable optimization path.Therefore,this study,in methods of literature research,interview and case analysis,takes Nanning’s exchange with IFC as the object and analyzes the history,status quo and problems faced by Nanning based on relevant theories of "one core,multiple subjects" collaborative governance.Further,with the reference of advanced experience by model cities in China,the logical connection and influence between the "one core,multiple subjects" collaborative governance framework and IFC exchange are analyzed.Compared with the solo government involved type,the exchange with IFC under the "one core,multiple subjects" collaborative governance framework can perform with a broader field,higher frequency,richer connotation,better effect and more prominent influence.It is an intuitive path to optimize the exchange with IFC by adhering to and improving the "one core,multiple subjects" collaborative governance framework.It is suggested that measures should be taken to optimize city’s exchange with IFC around the three key needs of "boosting exchange,resisting risks and ensuring effectiveness".The proposed measures include: Firstly,improve the structure of "one core,multiple subjects" collaborative governance.Secondly,enhance the risk resistance ability in terms of IFC relations.Thirdly,establish a series of sound mechanism serving IFC exchange. |
