A Study On The Process And Mechanism Of Community Social Organizations’ Participation In Community Governance

Under social organization system,community social organizations are plentiful.The Ministry of Civil Affairs issued a plan for Fostering and Developing Community Social Organizations(2021-2023),further in 2020 the Decision on Promoting and Regulating the Participation of Community Social Organizations in Grassroots Social Governance was issued by Zhejiang Provincial People’s Congress to enhance and accelerate the social organizations in community governance from the legislative level.They play a vital role in promoting the urban and rural community governance system of "self-governance,the rule of law and moral governance” under the influence of Party organization,and they acquire a tremendous advantage in kick starting public awareness and mutual benefits.The study of methods of community social organizations’ participation in community governance holds the problems of social life of citizens and also issues of organization community development.The development process of community social organizations is a process of growing citizens’ awareness of participation as well as a process of organizing citizens’ community participation that frequently advertise and promotes the formation of community communities.According to this paper,we take " Zhang Da Jie Warm Heart Service Station " is the research object,and in the process of professional internship along with the growth of the organization via analyzing for two years continuously,It’s goal is to analyze the methods regarding participation of "Zhang Da Jie Warm Heart Service Station" in community governance,and put forward the life process of community social organization development and community.Via this study,"Zhang Da Jie Warm Heart Service Station" in community governance,we are focusing to show the "two-way interaction" between the development and participation of social organizations in community governance,and to disclose the operational mechanism of community social organizations’ participation in community governance at various levels,and to help social workers to put forward some specialized services for the cultivation,development and participation at different stages of development.After assembling the data from the in-depth interviews of 15 volunteers,a framework was formed to take out the correlation between the life history of community social organizations and their participation in community governance from selection of community volunteers including the support system.The study found that the community social organization,Zhang Da Jie Warm Heart Service Station,presented three types of organizational development: "spontaneous stage","registration stage",and "branding stage";Its participation as a community social organization has three different characteristics: "spontaneous participation","not imitating administrative participation" and "localized participation" : besides,it was highlighted that The development stage of Zhang Da Jie Warm Heart Service Station with its participation to show correlation,disclosing: "moralization","cooperation",and "systematization " as operating mechanisms.This study helps to elaborate that even if the community social organizations have limitations like small scale,even stunted and insufficient participation capacity,in assisting the development of community social organizations,they become a bridge to let organize and participate the community residents in the community,while also allowing an organizational platform for community residents to converge a "sense of community".Community social organizations plays the role of vehicles for the formation of "new acquaintance communities" in modern communities.For that reason,for community social organizations at different stages of development,everyone should promote the development process to reach a "benign interaction" pattern via stratified classification and gradual advancement principle.
