| Since 1949,China has implemented the physical supply system for official vehicles,which has played a positive role in ensuring official travel.However,with the continuous development of China’s social economy,the contradiction between the traditional official vehicle system and the guarantee of official travel vehicles under the new situation is prominent.There are many problems,such as excessive vehicle allocation,high operating funds,and private use of public vehicles.The people have a strong response,which affects the image and credibility of the government.In July 2014,the General Office of the CPC Central Committee and the General Office of the State Council jointly issued the Guiding Opinions on Comprehensively Promoting the Reform of the Official Vehicle System and the Reform Plan of the Official Vehicle System of the Central and State Organs,marking the official start of the reform of the official vehicle system nationwide.With the continuous deepening of the car reform,some new situations and problems have emerged in the management and use of official vehicles and the socialized and market-oriented guarantee of official vehicles,and problems such as the difficulty of using official vehicles at the grassroots level and the high cost of renting vehicles have become prominent.This paper selects J District of Chongqing as the research object,adheres to the problem orientation,and strives to find feasible measures to optimize the security of official travel vehicles.The article first introduces the basic situation of official travel in J District of Chongqing,and gives a more detailed description of its official vehicle system reform,social vehicle security,official traffic subsidies and travel security.Secondly,by means of questionnaire and in-depth interview,we investigated and analyzed the problems existing in the security management of official travel vehicles in Zone J,such as insufficient security of reserved official vehicles,relatively backward public transport security,gap in social rental vehicle service security,and illegal vehicle use behavior to be controlled,and made a brief discussion.Subsequently,from the subjective factors such as misplaced understanding of the role of cadres and the objective factors such as imperfect supporting systems and inadequate socialized and market-oriented security,the reasons were analyzed from multiple perspectives,and targeted suggestions were put forward,with a view to providing reference for further optimizing the management of vehicle security for grassroots official travel. |
