| On October 18,2017,General Secretary Xi Jinping,in his report to the 19 th Party Congress,mobilized and deployed the reform of the supervision system,calling for deepening the reform of the national supervision system,rolling out the pilot project across the country,forming national,provincial,municipal and county supervision committees,co-locating them with the Party’s disciplinary and inspection organs,and achieving full coverage of supervision of all public officials exercising public power.The reform of the supervision system is a major change in the national anti-corruption institutional mechanism in recent years,which has attracted widespread attention and hot debate in the academic community.The report of the 20 th Party Congress pointed out that corruption is the biggest cancer that endangers the vitality and combat effectiveness of the Party,and that anti-corruption is the most thorough self-revolution.The Second Plenary Session of the Twentieth Central Commission for Discipline Inspection pointed out that to do a good job of discipline inspection and supervision,we should resolutely implement the strategic plan of unswervingly ruling the Party strictly across the board,earnestly implement the requirements of the task of improving the system of governing the Party strictly across the board,deeply carry out the construction of the Party and the fight against corruption,and deeply promote the high-quality development of discipline inspection and supervision in the new era and new journey.Therefore,this paper takes Z city as the main research object to study the work situation of supervisory organs in handling cases of job-related crimes represented by Z city under the new situation,so as to enrich the theoretical system of supervisory organs in carrying out job-related supervision,further propose methods and countermeasures to improve the work,and perfect the case supervision mechanism of supervisory organs in handling job-related crimes.This paper integrates domestic and foreign studies related to anti-corruption and supervisory organs,defines the concepts of supervisory organs and job-related crimes,takes competency theory,career management theory and government collaborative governance theory as the theoretical basis,visits and investigates front-line personnel of Z city supervisory organs to understand the overall situation,basic process and main practices of current Z city supervisory organs in handling job-related crimes cases,analyzes Z city Typical cases are analyzed,and the problems that still exist in Z city supervisory organs for handling job-related crime cases are proposed,including: unsound supervisory organizational structure,poor operation of supervisory mechanism,unclear basis for supervisory treatment,low quality and efficiency of supervisory evidence collection,and lack of security and confidentiality guarantee.These problems largely affect the efficiency of the supervisory authorities in Z,and affect the people’s sense of well-being and access.The reasons for these problems include imperfect laws and regulations,poor team of supervisory organs,restricted use of supervisory measures,unclear authority and responsibility of departments and lack of cooperation,low intelligence,reliance on verbal evidence,and inadequate supervision of supervisory organs.In order to solve the above problems,through investigation and research and drawing on the advanced experience of Shanghai and Hangzhou,this paper proposes to improve the laws and regulations related to supervision,strengthen the construction of the team of case handlers in supervisory organs,further improve the institutional mechanism of coherence and articulation,improve the accuracy and quality efficiency of evidence collection,and further improve the incentive and punishment mechanism to implement the system of supervisory officers. |
