| The reports made in the 19 th and 20 th National Congresses of CPC stressed the comprehensive implementation of the rural revitalization strategy,which is also the need of the times in comprehensively building socialist modernization with Chinese characteristics.Rural development has a far-reaching and extensive historical basis,with a strong development potential and room for progress while at the same time.Only when rural industries are prosperous,can more jobs be created for farmers and farmers ’ incomes be raised,so as to meet the overall requirements of the rural revitalization strategy.However,in a gesture to achieve industrial prosperity,it is advisable to actively explore the practical path of rural industry integration development.During the period of poverty alleviation,the implementation of the industry integration development policy has played a supporting role in the sound development of rural industries in poor areas.Nevertheless,in the current period of consolidating and expanding the achievements of poverty alleviation for effectively connecting with rural revitalization,the industrial development needs of the poverty-alleviation areas have put forward higher standards and more strict requirements for the implementation of the policy of rural industry integration development.The integration development of the primary industry,secondary industry and tertiary industry in the rural areas to promote the revitalization of rural industries is the breakthrough point to better solve the“weak link”of rural industrial development.In the Paper,in the context of implementing the rural revitalization strategy,the implementation of rural industry convergence development policies in G County was analyzed,based on public policy implementation theory,and the Smith model.In view of the problems and reasons existing in G County,such as the low level of integration of the three main industries in rural areas,weak external support for construction,the insufficient extension of the industrial chain,low level of professional skills and knowledge of workers,and insufficient level of scientific research and development and application of science and technology,some policy countermeasures and ideas are proposed herein.For example,improving the supply of policies,improving the training and incentive mechanism of staff,enhancing the endogenous motivation for learning and professional quality of business subjects,and optimizing the policy implementation environment,etc.,are helpful to achieve the policy implementation goals of effectively promoting the efficiency of agriculture and farmers’ income in G County,and effectively enhancing the sustainability of the implementation of rural industry convergence development policies in G County. |
