Study On The Application Of Economic Responsibility Audit Results Of Party And Government Leaders In City A

The economic responsibility audit of party and government leaders has unique Chinese characteristics and is improved with the continuous development of China’s market economy.It is responsible for strengthening the construction of a clean and honest party style and promoting the healthy development of the economy.It can effectively curb corruption from the source,so it has attracted the attention of all parties.The implementation of the economic responsibility audit of leading cadres of the Party and government is a comprehensive "physical examination" of the economic and social development of our country,which is conducive to strengthening the consciousness of self-discipline and law-based administration of leading cadres,forcing them to improve their ability to govern,standardize the use of power,and perform their duties.As the "last mile" of audit work,the application of results is the fundamental starting point and foothold of audit,and also the core link to realize the audit value,which determines whether the audit effectiveness can be fully played.Guided by the theory of entrusted economic responsibility and the theory of national governance,combined with the literature analysis and case study,this paper first starts with the overview of the audit institutions in City A,the implementation process of the audit,the content and focus of the audit,and the various security systems established by City A in recent years to improve the operation system of the economic responsibility audit results,such as the joint meeting system,the information disclosure system Results Using the full coverage mechanism and the long-term mechanism of audit and rectification,we have a general understanding of the overall situation of the application of results in A city;Two typical cases of municipal and district-level party and government leaders are introduced to find out the deficiencies in actual work.Secondly,it analyzes the problems existing in the application of results in City A,such as insufficient timeliness of audit results,low utilization rate,inadequate rectification,and low transparency,and then traces the root causes of these problems.Finally,the paper puts forward practical improvement suggestions from the aspects of creating a good basic environment,establishing and improving relevant systems,scientifically arranging audit projects,and strengthening the disclosure of audit results,so as to further standardize the work of using the results of A city.The most important research result of this paper is based on the "key minority" group of leading cadres of the Party and government,focusing on the key link of the application of results in the audit of economic responsibility,and introducing specific cases as support,breaking through the limitations of previous scholars around theoretical research.It is hoped that by improving the application level of the economic responsibility audit results of Party and government leaders in City A,it can provide reference for other provinces and cities,urge leaders to abide by laws and disciplines,and fulfill their duties,and further promote the modernization of national governance capacity.
