At present,China’s agricultural and rural development environment has undergone tremendous changes.Rural development faces a series of new challenges and problems,mainly reflected in the imbalance between rural development and urban development.In order to deal with the unbalanced development of rural and urban areas from the overall and strategic point of view,the Party and the government have put forward the rural revitalization strategy,which makes an overall plan for giving priority to the development of agricultural and rural areas and comprehensively promoting rural revitalization in the new stage of development,and points out the direction for doing a good job in the current and future period of "three rural" work.The main position for the overall implementation of the rural revitalization strategy is rural areas.The core is to adhere to the leadership of the Party.The key is to cultivate an excellent team of village cadres who know farming,understand farming conditions and love farmers.Rural cadres are the leaders,organizers and participants of various political,productive,economic and cultural activities in rural areas.They are the first "bridge" to directly face the masses and understand the people’s livelihood.They are also the promoters in the specific practice of implementing the rural revitalization strategy,and shoulder the expectations of the masses for a better life.At the same time,as a social occupation,village cadres need to invest a certain amount of time and energy,and also need a certain amount of material rewards as a reward.However,due to the special status of village cadres outside the system,the lack of perfect incentive and security measures from top to bottom has affected their enthusiasm for work.Therefore,how to build a scientific and effective incentive mechanism for village cadres,stimulate their endogenous motivation,and ensure that the country’s rural revitalization strategy and policy can be implemented in detail at the rural front line has important theoretical and practical significance.The thesis is carried out under the background of the overall development of the rural revitalization strategy.First,it expounds the relevant concepts of the rural revitalization strategy,village cadres,incentive mechanism,and so on.Taking M Town of Jining City as an example,it makes an objective analysis of the structure of its village cadre team,and takes the methods of discussion,exchange,and questionnaire survey for some village cadre groups,and finds some problems in the incentive mechanism of the village cadre team in M Town.Based on the in-depth analysis of the existing problems,this thesis puts forward suggestions to improve the incentive mechanism for village cadres.
