After building a moderately prosperous society in all respects,to hold the bottom line of not returning to poverty on a large scale,and to push forward all-round rural vitalization,the focus and difficulty lie in the group of low-income farmers.For these groups,whose development capacity is still relatively weak,it is worth exploring how an income generation model that is more appropriate to the national context and rural governance resources can be achieved.Since the reform and opening up,China has formed typical practical solutions for agricultural and rural development,such as understanding the system of decentralization,administrative promotion,and market mechanisms,which have achieved agricultural,rural development and income increase of farm households under different historical conditions.However,it is also constrained by high costs,diminishing marginal effects,and insufficient endogenous development momentum.Most studies have focused on the behavior and performance of multiple actors in the administrative,market,and community mechanisms,but fewer have explored how the three mechanisms are embedded in each other to build a synergistic model.Therefore,this research attempts to answer the question: What are the synergistic models used by multiple actors to promote the income of low-income farmers? What are the differences in these models?In the context of rural revitalization,this research constructs an analytical framework based on collaborative governance theory and proposes that,multiple subjects build up a collaborative model through mechanism inter-embedding to promote low-income farmers’ income increase.According to the different roles and roles of administrative,market and community mechanisms in the synergy,these models can be divided into administrative-led,market-led,social-led,government-led,quasi-market,community integration,and balanced co-governance models.Further,this study selects Taishun County,Zhejiang Province as a case study to verify the synergistic governance phenomenon of government-led,quasi-market,and community integration models,and found that:(1)The government-led model aggregates market and social forces to guide resource allocation effectively under the conditions of low organization and insufficient resource endowment.The administrative mechanism plays the main role of leading,initiating and organizing.The government is the main designer and operator,and the market and society are the specific implementers.(2)The quasi-market model effectively enables farmers to compete and cooperate in the market,and stimulates the endogenous power and vitality of development under the conditions of a certain market base and good resource endowment.The market mechanism plays a major role in resource allocation,with the market as the main designer and operator,and the government and society as participants and interactors.(3)The community integration model effectively revitalizes the power of farmers and village collectives,bridges the government and the market under highly organized conditions,and enhances the market participation ability of farmers.Society is the primary designer and implementer,with the market and government as participants and interactors.Based on the research findings,this research puts forward policy recommendations for multiple agents to collaboratively promote low-income farmers’ income,including: to give full play to the core leadership of village party organizations in rural areas,to implement differentiated policies for business capital incentives,to insist on the unification of deepening rural reform and modernizing county governance,to attach importance to the construction of agricultural talent teams,and to optimize support mechanisms and increasing social participation.
