| The construction of the modern country is inseparable from the stable national authority and the effective national governance system,but since the reform and open policy,our traditional party and government sweep type social governance mode is unable to withstand the burden day by day;The fragmentation of different levels and departments of government is also becoming more and more serious.Multi-subject joint governance has become an active choice for the Party and the state to solve governance problems and improve governance efficiency,while grid management has become an institutional means to realize multi-subject joint governance.The system means of grid management follows the governance tradition that political power is related to geographical space.At the same time,it overcomes the "fragmentation" problem of government governance and reconnects the scattered administrative organizations.More importantly,grid management attempts to integrate the sense of belonging and sense of identity of the residents in the grid,and finally generate internal order within the grid,so as to realize the independent governance of the grassroots society.Grassroots cadres,as the most important initiative in grid management,determine the effectiveness of grid management and multi-subject joint governance.This study takes the grid management practice of Y City as the research object,and with the help of the theory of pluralism and co-governance,social action theory and incentive theory,analyzes the action situation,action dilemma and possible incentive path of grassroots cadres in grid management.The research finds that the grid management promoted by Y City has four institutional connotations: first,the Party building dominates the overall governance;Second,state power extends to the grassroots level;Third,break departmental barriers and integrate management resources;Fourth,we will maintain social stability by relying on information services.These four system connotations constitute the external situation of grassroots cadres’ action in the grid management of Y City.At the same time,within the grid management,the actions of grassroots cadres should follow the specific rules within the grid management.These rules include not only the formal rules of soft constraints of political tradition and hard constraints of bureaucratic management,but also the informal rules widely existing in the grassroots society.The complex internal and external situations of grid management lead to the dilemmas faced by grass-roots cadres in their actions.These dilemmas include not only the bureaucratic tendency of grid management,the unreasonable problems of grid work,the institutional dilemmas of insufficient incentive mechanism,but also the individual dilemmas of inadequate ability and quality of grass-roots cadres caused by the institutional dilemmas.The existence of these dilemmas seriously affects the governance efficiency of grid management.Based on this,with the help of the element analysis of incentive theory,this paper proposes that solving the action dilemma of grassroots cadres should be carried out from three aspects: incentive target,incentive environment and incentive means.In terms of motivation goal,the goal of grid management is to form a social governance pattern under the leadership of the party with multiple subjects.In the incentive environment,including the aforementioned target environment,but also to form a perfect grid management system environment;In the aspect of incentive means,we should perfect the incentive mechanism and improve the ability and quality level of the grass-roots cadres.In this way,we can crack the action dilemma of grassroots cadres,really play the grid management efficiency,and form a multi-governance pattern. |
