Study On Rural Governance Of W Village In Haidong City Under The Background Of Rural Revitalization

Rural and urban areas complement and promote each other,symbiosis and integration,and together form the living space of human beings.The prosperity of rural areas will lead to the prosperity of the country,and the decline of rural areas will lead to the decline of the country.At the present stage,the main contradictions of our country are most obvious in the countryside.Today,when we win the battle against poverty in an all-round way,implementing the rural revitalization strategy and promoting the modernization of rural governance are the inevitable requirements for solving the main contradictions of our society in the new era,realizing the "two centenary" goals and realizing the Chinese Dream of the great rejuvenation of the Chinese people,which has great practical and far-reaching historical significance.The19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,pointed out that we should adhere to the priority of agricultural and rural development,and put forward development goals in the direction of industrial development,ecological environment,rural civilization,talent security,governance system,etc.The report of the 20 th CPC National Congress clearly pointed out that: improve the social governance system,improve the social governance system of co-construction,co-governance and sharing,and improve the efficiency of social governance.At the same time,it is also proposed to further expand the implementation scope and strength of rural revitalization,focus on the "three rural" work,and firmly implement the five revitalization goals and tasks on the basis of ensuring no return to poverty.This paper takes W Village in Haidong City as the object,takes rural revitalization as the research background,analyzes the problems in rural governance from the perspective of five major revitalization,analyzes the causes of the problems,and puts forward targeted governance measures,hoping to continuously improve the rural governance system and improve the efficiency of rural governance.Through the field survey of W Village,it is found that there are still some problems in W Village,such as the lack of financial resources for rural governance,the slow development of industrial economy,the low level of infrastructure and public service guarantee,the absence of governance subjects,the lax governance force,the serious brain drain,the fault of the youth class,the weak cultural atmosphere,and the lack of spiritual home.The main reasons for this are: the single structure of the collective economy,many obstacles to industrial development,the infrastructure is insufficient,the supply of public services is backward,the complexity of villagers’ interests,the weak sense of participation in governance,the bleak prospects for employment in the village,the lack of conditions for retaining people,the lack of rural cultural life,and the low capacity of cultural construction.In view of the above problems and reasons,applying the relevant knowledge of public management and combining with the background of rural revitalization,the paper proposes to accelerate economic development and improve governance support;Improve the level of security and build livable villages;Strengthen the construction of the main body of rural governance and form the governance cohesion;Strengthen talent management and stimulate rural development momentum;Strengthen the cultural construction,improve the leading capacity and other solutions,with a view to further improving the rural governance capacity of W Village.
