The rural revitalization strategy is a significant initiative proposed by the Party and the state to address the imbalanced development of rural areas,promote integrated urban-rural development,and achieve common prosperity.It is the overall strategy for rural work during the14 th Five-Year Plan.The rural revitalization places higher demands on the leadership ability and "agriculture,rural areas,and farmers" work skills of township cadres.As important promoters and practitioners of the rural revitalization strategy,township cadres are familiar with local rural situations,possess certain rural work skills,and shoulder the responsibility for ensuring the implementation of the rural revitalization strategy.Exploring the establishment of a comprehensive,feasible,and targeted incentive mechanism for township cadres can help stimulate their enthusiasm for entrepreneurship,promote better performance of their duties,accelerate the high-quality development of rural areas,and release the "multiplying effect" of talent for achieving the objectives of the rural revitalization.Taking Town A,a provincial civilized township in Henan Province,as an example,this article uses document research,comparative analysis,questionnaire surveys,and interviews to conduct empirical research.Based on the Public Service Motivation theory and from the perspective of the two-factor theory,this article deeply analyzes the basic situation of the current cadre team,the status quo of the operation of the cadre incentive mechanism,and the problems that exist,and puts forward countermeasures to optimize the incentive mechanism.The empirical analysis of the cadre incentive mechanism in Town A provides important data for this study.The research found that there are problems with the current cadre incentive mechanism in Town A.In terms of hygiene factors,the main problems are an unreasonable salary system,weak incentives for assessment,administrative management needing improvement,and poor training effectiveness.Problems related to motivators mainly include blocked promotion channels,limited development space,insufficient culture of responsibility building,and unbalanced rewards and punishments.Further analysis shows that the reasons for these problems include outdated incentive concepts,insufficient effectiveness of the incentive mechanism,and single incentive means.To address these issues,based on the responsibilities for township work brought about by the implementation of the rural revitalization strategy and thinking about relevant issues related to cadre incentive mechanisms,this article proposes countermeasures to improve the salary mechanism for township cadres,training mechanism,differentiated assessment mechanism,administrative management mechanism,promotion and development mechanism for township cadres,two-way incentive mechanism for township cadres,selection and appointment mechanism for township cadres,and the culture of responsibility building mechanism for townships.This is expected to strengthen and stimulate the public service motivation of cadres and provide some reference significance for local governments and personnel departments to formulate standardized incentive management policies.
