Research On The Implementation Logic Of The Township Government’s Policy Of "Villages Merge"

"Villages Merge" is a policy based on "Urban Construction Land Increase and Rural Construction Land Decrease","Rural Community Construction" and "New Socialist Rural Construction".It is a low Ambiguity and high Conflict policy.Contrary to the theory that the characteristics of the policy of "Villages Merge" would lead to deviations in policy implementation by local governments,the policy of "Villages Merge" has been implemented with high quality in local practice.This study takes L town in N county as an example,Uses Case Studies Field Interviews and Literature Research,to explore why the low ambiguity and high conflict policies was Finished with high quality.This paper proposes "Campaign Execution",Reveals how the political implementation proposed in the Western context operates in local practice under the Chinese administrative contracting system.The results show that "Campaign Execution" uses high intensity "Political Momentum" to elevate tasks;"Campaign Execution" uses high intensity "Incentives" to create political thrust;and high intensity "political momentum" and"Incentive Mechanism" to create political thrust;"The strong"Political Momentum" and strong "Incentive Mechanism" achieve high-quality"Policy Realization".Although Campaign Execution can accomplish the task in a short time without deviation,it has shortcomings such as"Authority Dependence","Ratchet Effect" and "damage to the interests of the subject".In view of this,this paper suggests building a community of villages,opening up communication channels from the bottom to the top,Hierarchical coordination and adjust measures to local conditions give play to the autonomy of township governments to de-motorize Campaign Execution,so as to improve the efficiency of township government policy implementation.
