The Central Environmental Protection Inspectorate is an institutional tool to break through the chronic diseases of local environmental governance.However,practice reflects that different local governments have obviously different rectification behaviors on the same issues.Therefore,based on the reflection on the facts of the inspectors,this paper focuses on solving the following problems:(1)What are the differences in the implementation and response behavior of local governments?(2)What is the causal relationship between the difference in local government execution response behavior and the distribution of government attention?(3)What are the factors that contribute to the difference in local governments’ implementation of response behaviors?In order to analyze the above problems,this paper selects two sample cities of F City and Z City for comparative analysis,combines the case study method and the content analysis method,and constructs a comprehensive analysis framework of "institutional situation-attention allocation-behavior choice" from the perspective of attention allocation,and analyzes the behavioral differences and causes of the two places,as well as the attention allocation logic behind them.Based on theoretical retrospection and empirical analysis,the research finds that:(1)There are significant differences in behavior logic,behavior results and behavior patterns.F city realizes the deep aggregation of internal and external attention through the sequential connection of attention embedding,stratification and synchronization,and takes efficient task completion actions driven by attention aggregation.The stratification,synchronization and disengagement of attention in Z city caused the continuous distraction and decline of local government attention.Under the effect of attention dissipation,Z City adopted the behavioral strategy of "movement response",resulting in serious pollution rebound.(2)Differences in attention distribution have caused differences in local governments’ implementation of response behaviors,and the key factors causing the differences include two categories: motivation and resistance.Dynamic factors such as central authority incentives,responsibility pressure transmission and fine governance goals prompt local governments to give priority to rectification tasks and adopt positive governance behaviors,while resistance factors such as differences in subject cognition,bottlenecks in resource endowments and conflicts with multiple goals hinder the priority allocation of local government attention to rectification issues and cause poor implementation.Dynamics and resistance factors coexist and interact,resistance factors have confrontationality with dynamic factors,and dynamic factors may be transformed into resistance factors under certain conditions.(3)The study found that in the context of the environmental protection inspection system,the evolutionary transmission path of government attention is a mixed path of all-round multi-radiation transmission.At the same time,the construction of a new long-term environmental protection inspector needs to start from the three dimensions of the education correction mechanism of environmental cognition,the division of rights and responsibilities and the coordination mechanism of the main body,and the reasonable and effective behavior incentive mechanism.
