Research On The Influencing Factors Of The Implementation Of Fault Tolerance And Error Correction Policies

The policy of fault tolerance and error correction is a new policy that has been carried out rapidly in recent years.Its goal is to motivate cadres to take responsibility,reform and innovation.But in practice,the implementation effect of fault tolerance and error correction policy is not satisfactory.The investigation found that there was a unique phenomenon that grassroots cadres applauded the policy but did not be optimistic about it.This phenomenon can trigger further thinking: why the policy of fault tolerance and error correction has been promoted? Why was it so hard to get results? What were the influencing factors of the implementation of the policy? Based on the theoretical perspective of policy implementation,we carried out an in-depth investigation of the implementation of fault tolerance and error correction policies in X New Area.This paper constructed a model of influencing factors of policy implementation of "implementation motivation--implementation process--implementation environment" by using the research method of grounded theory.The results showed that:(1)The implementation motivation provided the origin factors for the implementation of fault tolerance and error correction policies,including political potential energy,new district mission and realistic demand.(2)The implementation process was the key factor affecting the success or failure of policy implementation.On the one hand,policy content,policy scope,policy effect and policy coordination enhanced the practicality of the policy of error tolerance and correction,and strengthened the effectiveness and influence of the policy in practice.On the other hand,policy actors have not yet reached a policy synergy.The policy scope fell into a dilemma between objectivity and subjectivity.The policy implementation effect was still far from the needs and expectations of grassroots cadres,and the policy implementation atmosphere was not enough to support the actual effectiveness of the policy of fault tolerance and error correction.(3)The implementation environment was an external factor that could not be ignored in the process of policy implementation.There was incentive and constraint kernel of tension between the fault tolerance and error correction and accountability.In the face of current laws and regulations,the policy of fault tolerance and error correction in order to encourage innovation was difficult to coordinate.Based on the influencing factor model of "implementation motivation--implementation process--implementation environment",we could further identify the promoting factors and blocking factors in the implementation of the policy of fault tolerance and error correction.The research deepened the localization research of China’s public policy implementation and provided a feasible direction and path for the improvement and perfection of fault tolerance and error correction.
