Researchonthe Willingnessand Improvement Countermeasures Of Community Mutual Aid Elderly Care Servicesin Tai’an Time Bank

China’s aging population presents a significant feature of "aging before becoming wealthy" with high degree and fast speed of aging.As the problem of population aging becomes increasingly severe,the government has formulated a series of policies and regulations to cope with it.However,challenges such as mismatched supply and demand of elderly care resources,unbalanced and insufficient development of elderly care level remain daunting.Under the slow development of socialized elderly care,various regions are exploring and establishing a sound and modern elder care service system that meets the requirements of the times.In 2020,actively responding to the rising issue of population aging has become an important national strategy,and the community mutual aid elder care model shows strong momentum in development.As a typical model,the time bank community mutual aid elder care model realizes the function of elderly care through intergenerational exchange of mutual assistance services,which has important practical significance for the higher level development of socialized elderly care services in China.For the time bank community mutual aid elder care,which is still in its initial stage of development,improving people’s willingness to participate in services is an inevitable issue.Tai’an City’s time bank community mutual aid elder care is in the stage of exploration and development,with opportunities and challenges coexisting and significant operational problems.Through analysis of typical cases of Tai Shan Time Bank Public Welfare Management Center and research on volunteer service status,it is found that the overall willingness to participate in services is weak,the service level is low,the service quality is not high,and service willingness fluctuates greatly.To determine the influencing factors of service willingness for time bank community mutual aid elder care,this article uses binary logistic regression model,and gradually introduces four variable categories: personal and family characte personal and family characteristics,economic characteristics,perception of elderly care,and social support into the regression model.Through regression analysis,11 factors,including gender,health condition,number of children,work situation,resource adequacy,spare time,elderly care concerns,elderly care planning,pre-job training,management body,and government guarantees,are found to influence the service willingness of middle-aged and elderly people towards time bank community mutual aid elder care.Therefore,based on the analysis of significant influential factors,this article attempts to construct a multi-level service subject support system,improve top-level design at the government level,enhance service sustainability,optimize management system at the community level,improve service quality,increase social support,strengthen mutual assistance service cognition.The government,society,and community should form a joint force to promote the sustainable development of time bank community mutual aid elder care.
