The Local Government Of Pujiang County,chengdu City Leads The Way A Case Study Of Lianghe Village Cooperative Reform

The 20 th National Congress of the Communist Party of China put forward that it is an important part of the rural revitalization strategy to promote the reform of the rural collective operating assets stock cooperative system.The government-run farmers’ specialized cooperatives are the effective carrier for the integration and development of rural collective economic organizations and farmers’ specialized cooperatives.However,the differences in system structure lead to their respective strengths and weaknesses,and the integration of the two can complement each other and promote each other.Rural collective economic organizations and farmers’ specialized cooperatives are two kinds of economic organizations closely related to farmers and are important endogenous forces to win the battle against poverty in poor areas.However,in practice,due to the unclear market subject status of rural collective economic organizations,weak ability to bear market risks,small overall scale of farmers’ specialized cooperatives and weak driving force for poverty alleviation,the mutual supporting role of the two subjects has not been fully brought into play.Pujiang County of Chengdu City is a key county in the national poverty alleviation work.Through the participation of local government in market activities,it provides an effective carrier for specialized farmer cooperatives,which better guarantees the operation autonomy of market subjects such as specialized farmer cooperatives,and is conducive to the construction of a long-term poverty alleviation mechanism that is compatible with incentives and win-win to all parties.It is an innovative poverty alleviation model with reference value.This paper studies the excellent cases of successful reform of Jiuxian Fruit Farmers’ Professional CooperativeUnder the guidance of local government in Lianghe Village,Xilai Town,Pujiang County,Chengdu City,Sichuan Province,from the perspective of the typicality of local government-led reform of farmers’ professional cooperative.Through the analysis of the reform measures of Lianghe Village,Xilai Town,Pujiang County,leading the Jiuxian fruit farmers’ professional cooperative in prenatal service,in-production service and postnatal service,it is concluded that the local government leading the farmers’ professional cooperative has broad development prospects.Under the guidance of the local government,the "four leading roles" have introduced professional technology to Jiuxian Fruit farmers’ professional cooperatives.Professional technology and management are the driving force to guide the reform and development of farmers’ professional cooperatives,and then the strong support of the local government is one of the key factors for the successful reform.By analyzing the reform of "three guidance","five unification","two substitution","double training" and "service improvement",it is concluded that the local government-led farmer specialized cooperatives can strengthen the collective economy,achieve the goal of poverty alleviation and improve the external supervision system.All these reflect the important role of government departments in the collective economic growth and show that the reform of farmers’ specialized cooperatives led by local governments has broad prospects for development.
