| Education is an important basis for national revitalization and social progress,it is related to the development of China and the future of the nation,and is the key measure to improve the comprehensive quality of the people and promote all-round human development.As China has achieved the basic balance of compulsory education,compulsory education has entered the higher stage of quality development,connotation development and modern development,the requirements for the balanced development of compulsory education have transformed from "basic equilibrium" to "high-quality equilibrium".from "basic balance" to "quality balance".Ziliujing District of Zigong has passed the acceptance of the basic balance of national compulsory education in 2016.Because of continuous efforts in recent years,the Significant progress has been made in compulsory education,but there are also some difficulties.Based on the analysis and summary of relevant research results at home and abroad,comparing with the national,provincial and municipal evaluation standards on the high-quality and balanced development of compulsory education,this thesis sorts out the current situation and the causes of promoting the high-quality and balanced development of compulsory education in Ziliujing District by the theory of education equity,public goods and new public service.According to the research,the main problems are poor layout of school,wide variation in equipment between schools,unstable education funding,uneven teacher deployment and low level of social satisfaction.The reasons for these problems include: imbalance in resource allocation between urban and rural areas;imperfect educational funding guarantee mechanism;inadequate teacher training,outdated school philosophy and lack of supervision over the education policy implementation.Based on the advanced experiences of other regions in China,five recommendations are made in combination with the development of the urban area.First,integrated urban and rural planning to optimize resource allocation;second,improve the fund allocation and guarantee mechanism to improve the efficiency of the funds;third,develop incentive policies to build the education talent echelon;fourthly,innovate the idea of school operation to improve social satisfaction;fifthly,improve the education inspection mechanism to enhance policy enforcement. |
