| The Third Plenary Session of the 18th CPC Central Committee positioned finance as the foundation and important pillar of national governance,and put forward the reform goal of establishing a modern financial system,especially proposing to improve the budget management system and implement a comprehensive,standardized,open and transparent budget system.With the introduction and implementation of the new Budget Law in 2015,the time period on the special transfer system is further divided into early studies and studies on special transfers under the new system based on the evolution of budgetary reform in China’s fiscal system.By comprehensively sorting out the key issues studied in the early system and comparing the changes in the focus of the research after the reform of the new system,we try to trace whether the issues of concern in the early research have been solved in the new round of budget reform and the new issues and reform pain points found by the research during the implementation of the new system.This thesis analyzes the strategic behavior of each level of government in the budget management process of special transfers,taking the intergovernmental budget as the entry angle.Based on the perspectives of formal system and informal system,combined with field research,we use content analysis and bibliometric analysis to sort out the blueprint of macro system’s budget management of special transfers,use semi-structured interviews to restore the real situation of the budget process of special transfers,meticulously depict the strategies and value choices of micro spending departments to obtain special funds,and use the interaction between procedures,rules and roles to build a realistic scenario of the budget world.Firstly,in the combing of the formal system,the development lineage of the earmarked transfer policy and the reform of the fiscal system are characterized by a phased evolution;the budget management of earmarked transfers shows a vertical project-based process and a horizontal center-edge cooperation characteristic of the network of policy action participants;the key point to find the reform of earmarked transfers is the division of fiscal authority and the implementation and articulation of the earmarked transfer system at the grassroots level Transition.Secondly,based on the interaction between formal and informal systems,the strategic choices of the grassroots to cope with the difficulties and their consequences are analyzed based on the deviation of special transfers from the inter-governmental budget,the categorization of common fiscal authority transfers and the management of special transfer project funds.Finally,targeted countermeasures are proposed to optimize China’s special transfers and its budgetary process,the key of which lies in further rationalizing the relationship between central and local finance,optimizing the allocation model of special transfers,improving the budget performance management system and an effective budget constraint supervision system. |
