Research On The Dissemination Mechanism Of Zhejiang Longyou "Beautiful Village" Policy From The Perspective Of Village Community

Rural public policy is an organic part of rural social governance,and the study of public policy dissemination is of great significance to promote the sustainable development of rural society and achieve the goal of harmonious society.Taking Miaoxia Village and Tuanshi Village in Longyou County,Zhejiang Province as the research objects,taking "policy network" as the main analysis framework,through field investigation and interviews with key groups,the current situation of policy communication in the "beautiful village" of the two villages was sorted out,the specific performance of organizational communication network,media communication network and interpersonal network in policy communication was explored,and the role of policy network in the process of "community cohesion" was explored,which provided a new perspective for using policy network theory to solve the problem of rural policy communication.Studies have shown that the village community is an organic and united whole,and the ultimate purpose of policy dissemination is to reach the consensus of members of rural society and form stable social relations.To achieve these goals,it is necessary to rely on policy information that can be truly implemented and smoothly implemented in different policy networks.The research believes that the "beautiful village" policy communication mechanism under the perspective of village community is manifested in three main forms: first,the organization and communication network relies on the construction of characteristic industries to reach a consensus of interests,and the construction of a perfect social governance network forms a joint force for governance;Second,the media communication network uses the media matrix to complete policy publicity inside and outside the village;The third is to build interpersonal networks,build communication channels,condense emotional resonance,and cultivate rural public culture.Finally,from the perspectives of policy system and cultural path,this paper puts forward the optimization strategy of "beautiful countryside" policy communication.In the policy system,the "beautiful countryside" policy communication should be guided by a unified goal,continuously optimize the communication channels,and build a flexible and efficient dialogue and communication mechanism.Under the cultural path,the policy communication of "beautiful countryside" should actively focus on ritual space,communication practice and public spirit,complete the reconstruction of rural public culture,and create a new policy communication environment.
