| Property management is a major concern for people’s livelihood,an important part of fine urban management,and an important factor affecting the quality of life of citizens.Along with the process of urbanization,the property management of residential communities is directly related to the life of every citizen.According to the Wenzhou Municipal People’s Congress Standing Committee on the implementation of the "Wenzhou City Property Management Regulations" report Wenzhou has 1,686 residential property districts covering an area of 112 million square metres,accounting for 89.6% of the total number of residential districts in the city,of which 1,134 have been established as owners’ associations,accounting for 49.82% of the total number of property management projects.The average residential property service fee is RMB 1.4 per square metre,and there are485 property service enterprises in the city,with more than 39,000 property management staff.In such a key area,the overall performance of property in Wenzhou is low and development is slow due to the cancellation of qualification approval for property service enterprises and zero threshold for property service enterprises.And property management has become an important link in enhancing the quality of the city and the people’s sense of well-being,as well as affecting the stability of urban reform and development.Therefore,how to restrain the behaviour of enterprises providing property services through government supervision,gradually improve the quality of property services,so that the people have more high-quality and standardised property services,has become an important issue in the field of public management.Taking Lucheng District of Wenzhou City as an example,this paper investigates the issue of government supervision in property management in Lucheng District through visits,case studies and other methods,combined with daily work practice experiences.The study found that although the local government has made certain achievements in property regulation in Lucheng District,there are still problems such as incomplete regulatory coverage,insufficient synergy and ineffectiveness in government regulation of property management.The main reasons for the above problems are: inadequate property supervision mechanisms,including difficulties in supervising the acceptance inspection procedures and inadequate supervision of the fee payment mechanism;followed by inadequate supervision and guidance of relevant subjects such as the grassroots government,owners’ committees,property industry associations and the public;and inadequate supervision measures,including unreasonable assessment standards and inadequate application of assessment results.In view of the above problems,and taking into account the actual situation of property management in Lucheng District,this paper proposes countermeasures to improve government supervision in property management in residential districts: firstly,to improve the property supervision mechanism,including improving the mechanism of undertaking inspection and regulating the mechanism of paying property management fees;secondly,to strengthen the supervision of relevant subjects,including the localized and regular management of street and town communities,the guidance and support of property management trade associations The third is to optimize the supervision measures of the property industry,including refining the assessment standards and strengthening the application of assessment results. |
