Research On The Construction Of The Ethnic Cadres Of The Communist Party Of China In The New Era

The building of the Party’s cadres occupies an important position in the great project of building the Party.Ethnic cadres are the first line of work in ethnic areas and are an important force in doing good ethnic work and solving ethnic problems.Judging from the century-long development of the Party,the Communist Party of China has always attached great importance to the construction of ethnic cadres,constantly innovating its theoretical guidance and enriching its practical content.The century-long history of the Party’s struggle is the history of the CPC’s continuous exploration of cadres and ethnic cadres in its tortuous progress.Since the 18 th Party Congress,the construction of ethnic cadres has been elevated to a new level.Since the founding of New China,five Central Ethnic Work Conferences have been held,two of which were in the new era(1992,1999,2005,2014,2021),with the 2014 and 2021 Central Ethnic Work Conferences both dealing with issues related to ethnic cadres.Therefore,a systematic study of the construction of ethnic cadres in the CPC in the new era is of great significance for the expansion and deepening of the theory of the construction of cadres in the CPC as well as the guidance and promotion of the practice of ethnic cadre training and ethnic work.From the perspective of research,most of the existing studies focus on the theory or practice of the CPC’s ethnic work ideology or cadre building as a whole,and when discussing ethnic cadres,they often adopt the perspective of dual identity(safeguarding national interests and representing ethnic interests)to conduct research,and sometimes highlight their ethnic identity more.Therefore,since the 18 th Party Congress,special attention has been paid to the criteria for building ethnic cadres,and three "special" criteria have been proposed,which were later developed into four "special" criteria.Therefore,it is undoubtedly significant to discuss the construction of the Party’s ethnic cadres from the perspective of casting a firm sense of Chinese national community.Guided by historical materialism,this paper makes comprehensive use of the theories and methods of Party history and construction,history,political science,public administration and talent science to systematically sort out the historical practice of building the Party’s ethnic cadres since the 18 th CPC Central Committee,and to explore in depth the theoretical basis,practical basis,main contents and value implications of building the Party’s ethnic cadres in the new era.The construction of the ethnic cadres of the CPC in the new era mainly revolves around the important explorations made by the Party Central Committee with Comrade Xi Jinping at its core since the 18 th National Congress of the CPC,based on the profound absorption of the historical experience in the construction of the cadres,regarding the selection and appointment,training and education and supervision and assessment of the ethnic cadres at the theoretical level and with the practical level.The contents of the construction of the ethnic cadres of the CPC in the new era mainly include: highlighting the standardisation of the selection and appointment of the ethnic cadres,promoting the systematisation of the training and education of the ethnic cadres,and strengthening the institutionalisation of the supervision and assessment of the ethnic cadres.The construction of the ethnic cadres of the CPC in the new era takes the relevant Marxist discourse on ethnic cadres as its cornerstone,fully summarises and absorbs the historical experience of the construction of the ethnic cadres since the founding of the Party,and keeps the righteousness and innovation in the great practice of building socialism with Chinese characteristics,from these aspects,the study of the construction of the ethnic cadres in the new era is of great significance.
