| The 20 th CPC National Congress has put forward clear requirements for financial work,which has brought new development opportunities for commercial banks in China.Development,however,must be accompanied by risks.Financial security is an important part of national security.Preventing and resolving financial risks is the fundamental task of financial work,while it’s also the eternal theme of financial work.Commercial banks must be in accordance with the decisions and arrangements of the CPC Central Committee,deepen the reform of the financial system,promote the construction of the financial safety net,and continue to strengthen the ability to prevent and control financial risks.Since its establishment,Agricultural Bank of China has resolutely implemented the decisions and arrangements of the CPC Central Committee and the State Council.It accelerated the establishment and improvement of the internal control system framework,constantly enriched and improved the internal control activities,strengthened the supervision of systemically important financial institutions and financial holding companies.It gradually formed the practice of financial risk prevention and control with Chinese characteristics,which is beneficial to fight the battle of preventing and resolving major financial risks and has provided solid support for enhancing the ability of financial services to serve the real economy.Since its establishment,Agricultural Bank of China H Branch has strictly implemented the national macro-policies and the requirements of the Party Committee of the Head Office.It attached great importance to the construction of the internal control system and continuously promoted the modernization of the internal control and governance system and risk governance capacity according to the actual business operation of Agricultural Bank of China H Branch.However,the external environment of Agricultural Bank of China H Branch is complex at present.The competition pressure is intensified,the internal control system has been established for a relatively short time,and the operation and management experience is insufficient.This is the reason why its internal control awareness cannot be improved,the risk prevention ability is insufficient,the implementation is not in place,and the lack of effective supervision and other problems occur.Its internal control system needs to be optimized and improved with the development of the times.This study analyzes the internal control system and operation mode of Agricultural Bank of China H Branch under the guidance of the Party building in the new era.It aims to explore its problems in the internal environment,risk identification and evaluation,control activities,information and communication,and supervision and inspection as well as the causes thereof.Then it puts forward suggestions for optimizing its internal control system,aiming to increase the ability of Agricultural Bank of China H Branch to resist financial risks,which in order to improve its business level,maintain the overall healthy development,change the operating environment of Agricultural Bank of China at the current stage into a more suitable environment for its development,and better serve the real economy.The author hopes that the research would provide some tentative suggestion to the further research and exploration. |
