Study On The Dilemma And Countermeasures Of Public Security Risk Management In Ping’an Community Of Zhengzhou

Community public security governance is the "bridgehead" of urban public security governance.The 20th National Congress of the Communist Party of China proposed to improve the level of public security governance and promote the transformation of public security governance model to prevention in advance.As one of the important central cities in China,Zhengzhou has a rapidly growing population.By the end of 2021,its resident population has reached 12.742 million,scattered in 593 communities with complex family members,which poses a severe test for the management of public safety risks in urban communities.Although the Municipal Party Committee and municipal government of Zhengzhou attach great importance to the management of public safety risks in grassroots communities,and built the city-wide police-citizen joint community safety management mode and the city-wide three-level grid community joint management mode respectively in 2017 and 2018,completing the intelligent layout of the whole community,many communities still have problems such as insufficient publicity,backward concept and lagging prevention.As a result,when the urban public crisis hit,many communities did not respond adequately,and people suffered significant property and personal losses.For example,the heavy rainstorm on July 20 left 380 people dead and missing,resulting in economic losses of 40.9 billion yuan.Based on this,this paper takes Ping’an Community,a typical representative of grassroots communities in Zhengzhou,as the research object,explores its public security risk management dilemma and reasons,and puts forward corresponding countermeasures for the public security risk management of Ping’an community in Zhengzhou.First of all,the research background,significance and research status at home and abroad were reviewed and reviewed by referring to relevant materials.Secondly,it defines the concept,subject and object of urban community public security risk governance,and expounds the relevant risk theory and governance theory and other basic knowledge.Thirdly,taking Ping’an Community of Zhengzhou as the research object,this paper analyzes the hidden dangers of public security risks,sorts out the measures of security risk management,and analyzes the difficulties and causes of public security risk management in Ping’an community combined with the results of questionnaire survey.Thirdly,combining with the above studies,this paper puts forward the countermeasures of public security risk management in Ping’an Community from three aspects: governance system,governance mechanism of multiple subjects and prevention level.Finally,the paper is summarized and the research deficiency is pointed out.Through the research,it is expected to provide reference for the national urban community public security risk management,improve the level of urban security governance.
