China-foreign cooperation in running schools has achieved a lot of new progress since it was first put forward in 1980s.The state has successively promulgated the Regulations of the People’s Republic of China on Chinese-Foreign Cooperative Education and Implementation Measures for the Regulations of the People’s Republic of China on ChineseForeign Cooperative Education",and other regulations to regulate cooperative education.As a part of public education policy,the realization of its policy objectives needs to be based on practical policy implementation.In practice,conducting internal teaching quality evaluation in universities is a necessary way to improve the quality of cooperative education.Consequently,this research revolves around the following three issues: What is the circumscription and intension of the quality of foreign teaching in cooperative education?What are the elements that impact the execution of assessment policies of the quality of foreign teaching? How to ameliorate the execution of assessment policies of the quality of foreign teaching?This research is majorly split into three sections.In the first place,taking Beijing University of Chemical Technology as a case study,we distributed questionnaires to students of cooperative education projects,interviewed project management teachers,course assistants,and foreign teachers,and collected documents to comprehensively understand the implementation status of foreign teaching quality evaluation policies;Secondly,based on the six dimensions of the Mitten Horn model,an analysis of the current situation and problems of the school’s implementation of foreign teaching quality evaluation policies was conducted,and it was found that the current evaluation standards lack professional integration.Although policy resources can basically ensure implementation,human resources are not adequately allocated,implementation efforts are lacking in a multi element closed-loop implementation approach,the advantages and disadvantages of the management system and project model coexist,and the external regulatory system is imperfect,The initiative of the executive staff is poor,and students are not energetic in assessing teaching;Lastly,for purpose of upgrading the effect of policy execution,the following advise are put forward: clarify the policy text,refine evaluation criteria,ameliorate the configuration of human resources,give weight to the utilization of information resources,strengthen institutional communication and collaboration,increase implementation efforts,improve the project management system and strengthen external cooperation,increase information disclosure and supervision,cultivate correct implementation concepts among practitioners,and improve student policy awareness.
