Research On Smart Community Governance Problems And Countermeasures In Hefei City

As the basic carrier of urban grassroots governance and people’s daily life behavior,community governance is related to the stability and prosperity of grassroots society.With the vigorous development and wide application of information technology,smart communities supported by the Internet of Things as the core technology have become an important starting point for accelerating the construction of harmonious and beautiful communities around the world and promoting the high-quality development of regional society.As an important part of urban governance,based on the background of the new era,how to improve the governance ability and level of smart communities has become a focus topic of concern from all walks of life.In 2016,in order to realize the modernization and refinement of urban governance,Hefei selected five communities,Fangxing Community,Jiajiajingyuan Community,Binhu Century Community,Tianle Community and Sizhou Road Community,as the first batch of smart community pilots.After long-term exploration and practice,Hefei has achieved good results in urban smart community governance,and grassroots social governance has improved quality and efficiency.However,with the continuous acceleration of urbanization in Hefei,the residents’ demand for a better and happy life continues to increase,and the traditional community governance model can no longer meet the growing social needs,and it is urgently required to strengthen and innovate smart community governance and build a new pattern of smart community governance.Based on reading and sorting out domestic and foreign literature,this paper first defines the concepts of smart community,community governance and smart community governance,and clarifies the theory of good governance,holistic governance theory,digital governance theory and new public service theory.Secondly,a questionnaire survey was conducted to conduct in-depth interviews on the governance of smart communities in Hefei to understand the current situation of smart community governance in Hefei.Thirdly,from the three dimensions of government,society and community,the three dimensions of Fei City are combined with the dilemma faced by Fei City in smart community governance.These dilemmas include:at the government level,the data resource sharing mechanism is not perfect,there are still information islands,relevant supervision is lacking,community governance operation and maintenance is a formality,information security protection is insufficient,and legal protection needs to be strengthened.At the social level,residents’ willingness to participate in community governance is low,governance synergy is difficult to cohesion,social capital participation is insufficient,and there is a gap in smart community investment.At the community level,the sense of community service is weak,the sense of responsibility is not strong,and the service content is monotonous,which is difficult to meet the diversified needs of the masses.Thirdly,from the policy,economic,social and technical factors,the reasons that hinder the governance of smart community in Hefei are analyzed in depth.Finally,although the current smart community in Hefei faces many challenges,it must face the pain points and difficulties in governance.In this regard,according to the actual situation of Hefei City,the study puts forward countermeasures and suggestions for smart community governance from the government,society and community levels.At the government level,improve the data resource sharing mechanism,build a smart community evaluation system,and formulate a compliant privacy policy.Encourage public participation at the social level to stimulate market vitality.At the community level,strengthen community training management and innovate community service content.Figure [9] table [6] reference [56]...
