Study On The Countermeasures Of Perfecting The Integration Of Social Organizations Into Urban Community Governance In Tianjin

The 19 th Party Congress report proposed that "the current general trend in the development of community governance issues,that is,the direction and focus should be down to the grassroots,whether social organizations can be well developed,well managed,well used,and give full play to their advantages and corresponding role is the key link to ensure that the government can ensure perfect governance,social regulation mechanism can be established,and residents can achieve autonomy." As the standard of living of the residents is improving,the residents’ demands for community governance,control and service provision are getting higher and higher,and many new demands are gradually arising,and community work is also ushering in new requirements in the new era.Based on this background,social organizations have played an indispensable role in the practice of urban community governance.The article takes X Street in Binhai New District of Tianjin as an example to analyze and research the integration of social organizations into urban community governance in Tianjin.On the basis of reading a large number of relevant documents,a questionnaire survey was conducted in 5 communities in X Street in Binhai New District.Select X street community and social organization staff for individual interviews.Based on the theory of multi-center governance and the theory of new public services,the article analyzes the policy background,main content and model of the integration of social organizations into urban community governance in Tianjin,as well as the basic situation of the X Street community in Binhai New Area and the status quo of social organizations.In actual work,there are problems such as lack of institutional norms,weak working ability,lack of connection of governance processes,fewer numbers and types,and weak awareness of community residents’ participation.Find out the reasons in four aspects: rule of law construction,governance concept,party organization building,and incentive mechanism,In order to better address these problems,we propose countermeasures and suggestions by drawing on advanced experiences at home and abroad,and finally exploring countermeasures and suggestions for developing the integration of social organizations into urban community governance in Tianjin based on the actual situation in Tianjin,including: building a new governance system for the community,implementing the integration of social organizations into urban community governance institutional guarantee,strengthening the capacity of social organizations to build themselves,and exploring long-term mechanisms.
