Research On The Merger And Development Path Of Economic Zone And High-Tech Zone Of Liu Yang From The Perspective Of The Re-scaling Theory

Economic development zones and high-tech industrial parks are important spatial reconstruction methods for cities to seek development.The merger process involves various complex mechanisms and requires targeted governance strategies.With the development of the times,the central government has continuously strengthened the management of various development zones,requiring the reform and integration of economic development zones and high-tech industrial parks to provide a support platform for promoting urban development.In April 2020,Liuyang Economic Development Zone and High-tech Zone officially merged and operated,becoming a typical case of the merger of the national economic development zone and the high-tech industrial zone.However,at present,the number of merger cases of domestic economic development zones and high-tech zones is relatively small,and no in-depth research has been carried out on them.Based on the theoretical perspective of scaling reconstruction,this research constructs an analysis framework of three dimensions:geographic space,economic space and governance space,collects a large amount of data,analyzes the merger mechanism of Liuyang Economic Development Zone and Liuyang High-tech Zone,and aims at The development dilemma and causes after the merger of Liuyang Economic and Technological Development Zone and Hightech Zone are analyzed,and the future development path for optimizing Liuyang Economic and Technological Development Zone is proposed.The research conclusions show that:first,the driving force of the merger of Liuyang Economic Development Zone and Liuyang High-tech Zone is the internal logic of spatial scale reconstruction.Secondly,the external economic environment pressure and economic industry scale adjustment in economic space drive the merger of the two zones.Finally,the adjustment of administrative relations in governance space and the reorganization of administrative means are inevitable requirements after the merger of the two districts.Second,the combined operation of Liuyang Economic Development Zone and Liuyang High-tech Zone is a necessary condition for spatial scale reconstruction.Liuyang Economic and Technological Development Zone and High-tech Zone link the two parks by compiling a unified planning plan and building infrastructure facilities to maintain the operation in geographic space.The park has repositioned its economic functions,eliminated outdated production capacity,reorganized the industrial structure,and formed a new economic space scale effect.In accordance with the idea of integration,the park has reorganized the management framework and personnel allocation,adopted flexible administrative management methods,and expanded the financing drive to maintain the operation of the governance space.Third,the development problems of Liuyang Economic and Technological Development Zone are mainly due to the constraints of land use and lack of living facilities in terms of geographical space;the transformation and upgrading of processing trade in economic space are in trouble;in terms of governance space,administrative management relations are complicated,social affairs are numerous,and external financing channels difficulty.
