Research On The Policies Implementation Of Liling Characteristic Town

Since that Zhejiang province first put forward a slogan of establishing characteristic town in 2014,central and local governments have strongly promoted the construction of characteristic town.Ministries and commissions of the country,provinces and cities have gradually introduced policies for characteristic town in terms of the development of characteristic industries,environmental protection,the construction of new urbanization and projects of integration of culture and tourism to fuel the development of urban-rural integration and the development of characteristic town.This essay detailly introduces the location,the enterprise scale,the leading industry,the infrastructure,the project platform,the value of industry output,the advanced enterprises in Liling characteristic town in the past three years,analyses the14 reasons of the problems raised from the policy implementation of the town with the Chen Zhenming’s model based on the comprehensive model of P.Sabatier and D.Mazmanian,and finds the measures of improving the efficiency of policy implementation of the characteristic town of Liling colorful ceramics industry.Because of local government’s hard work the policy implenmetation of the characteristic town of Liling colorful ceramics industry is effective.The industrial cluster,city-industry integration,cultural tourism,and industrial ecology have been increasingly upgraded,praised by the ministries such as National Development and Reform Commission.However,many problems need solving in the process of policy implementation.For instance,the government of Liling city didn’t issue the development policy as the central and province government’s requirement: one policy for one town,or carried out the policies selectively,mechanically and vaguely.The policy is unable to solve the problems of the supply of the raw material,the shortage of technical talents,imperfect legal system of the protection of intellectual property,the difficulties in upgrading the traditional enterprises,and the poor competitiveness of the enterprises.The communication skills of the execution subjects,and the personal quality need improving.Too many policy subjects lead to ambiguity of power and duties,and overlapping management of the policy implementation.The policy implementers seek profit and have discretion influenced by the policy itself,and the serious development home and abroad,and the lack of supervisory mechanism of the policy also has a bad influence on the efficiency of policy implementation.To solve the problems mentioned above needs innovation,research and summarizing the experience about the policies of the town abroad and improve the policy environment.Specifically,on one hand,the Liling government should consider the local situation and the characters of the ceramic industry,which means following the mode of“professional industrial park and characteristic town”,keeping ceramic industry clusters,telling cultural stories of ceramic,training ceramic talents,enriching the ceramic culture,On the other hand,to improve the efficiency of policy implementation is to raise the understanding of target team about the policies,clarify the duty of executives,confirm the aim and directions,increase the financial support,promote the target group to participate in the policy implementation,improve the quality of staff,enhance the communication of the executive organs,establish a joint oversight system for policy implementation and improve the policy environment to make the characteristic town a charming town with industry tourism,cultural products,smart production,promoting the sustainable development of the ceramic town and increase the policy implantation ability.
