" Integration into international " strategy is the Vietnamese government in in-depth analysis Vietnam faced by domestic and international political situation,summarizes the experiences and lessons of the diplomatic and pursuit and combined with the country’s foreign strategy and establish the state’s overall diplomatic strategy.In the early stage of the strategy put forward the main is a kind of to seek into the international economic order,promote national economic development of the foreign economic strategy.But as the global and Asia-Pacific regional level strategic competition situation in the power of the increasingly complicated,and with the continuous development of their comprehensive strength of national strategic environment,so as to better adapt to the needs of national foreign strategy,the Vietnamese government to "Integration into international" strategy to make timely adjustments,make its gradually from a foreign economic and strategic development for comprehensive country whole Body of statecraft.To realize Vietnam’s "regional power dream",to further integrate into the international economic system,to shape the surrounding geo-security environment conducive to Vietnam’s development and to maintain the strategic balance in the international political pattern of great power strategic competition constitute its dual strategic demands at the domestic and international levels.To achieve its strategic objectives,Vietnam actively integrated into the regional and international economic cooperation,not only to internal and external parties,especially in China,the United States,Japan,India and other countries actively develop bilateral cooperation in many areas,as well as ASEAN,UN and other multilateral framework for pursuing to strengthen strategic cooperation with other countries.In addition,in order to maintain strategic independence and avoid being involved in the political vortex of great power strategic competition,Vietnam implements the hedging strategy in its "integration into the international" strategy,which aims to make use of the geopolitical demands of great powers to Vietnam and implement the multi-directional hedging diplomatic strategy among great powers,so as to seize broader economic and security interests.Vietnam’s "integration into the international" strategy not only establishes the tone of its national foreign policy as a whole,but also displays its foreign strategic demands in a comprehensive way.Vietnam as a land of our country,and the important strategic partners,the movements of his foreign policy is not only a matter of the relationship between the development of the overall situation,also deep influence to China’s geopolitical environment surrounding.Overall,on the one hand,"into the international" strategic emphasis on the national development environment for stable v.pursuit as well as for economic and security interests pursuit,will allow Vietnam to rely on China’s strategy is to strengthen,so that the Sino-Vietnam relations will keep a relatively stable state of mind;But on the other hand,the strategy of "Integration into international" to "power balance" of foreign policy,especially in the south China sea issue with the power of domain inside and outside powers to a counterweight to China’s policy bias,is likely to aggravate in the south China sea issue between the contradictions and frictions.To maintain the overall and long-term stability of Sino-Vietnam relations,China should adopt the concept of amity,sincerity,mutual benefit and inclusiveness in its neighborhood diplomacy and defuse geopolitical competition through mutually beneficial regional cooperation First,cooperation should be in line with the mutually beneficial and win-win idea,actively carry out with Vietnam in economy,trade,cultural exchange and cooperation in the field of infrastructure construction,promote the strategic mutual trust between the two countries;The second is to properly control strategies on the south China sea issue with Vietnam,in the form of bilateral talks with the political dispute between the two countries,should not only safeguard the lawful rights and interests of the south China sea in our country,but also to avoid the internationalization of the south China sea issue;The third is to be objective and dialectical view of strategic cooperation between Vietnam and other countries,maintain strategic concentration,into the quagmire of geopolitical competition.
