Smart old-age care is a new form of old-age care service that uses new information technique innovate the way of old-age service supply and improve the quality of old-age service supply.With the increasingly severe situation of population aging in China,actively coping with population aging has become a national strategy,and using new-generation information technology to develop smart old-age care has become an inevitable choice to cope with population aging.China’s smart old-age care practice is carried out under the high promotion of the central policy and the innovation of the local government.In terms of policy design,it has undergone the evolution of the policy preparation stage,the policy initial stage,and the policy development stage,and has changed in terms of policy orientation,policy goals,policy concepts,and policy practices.As a fuzzy policy,the smart old-age care policy has the characteristics of diversified execution subjects,non-standardized execution content,and autonomous willingness to execute.By sorting out the changes in smart old-age policies and taking the practice process of smart old-age policies in City Z as the object,it is found that smart old-age policies are implemented in a different way from previous experimental policies in practice,and are realized by the core mechanism of "demonstration point construction".It has clarified the fuzzy policy,improved the implementation of the smart pension policy,completed the bureaucratic mobilization of the local government in the policy implementation and the social mobilization under the leadership of the local government,and promoted the central government and the local government in the process of policy practice.Two-way interaction.Smart old-age care has shortcomings in both policy design and policy practice.Through the sorting out of smart old-age care policies,it is found that my country’s smart old-age care lacks unified and clear policy implementation standards,and there is no supporting policy that is conducive to the transformation of smart old-age care into daily old-age care service practices.Through the investigation of smart old-age care practice in city Z,it is found that my country’s smart old-age care practice stays at a low level in terms of information sharing level and service content construction.Therefore,it is urgent to issue corresponding policy implementation standards at the policy level to provide guidance for the practice of smart old-age care and to improve the support policies that promote the transformation of smart old-age care into practice and application to old-age service scenarios.In practice,we should focus on improving the level of informatization of smart old-age care,strengthening the content construction of smart old-age care services,improving the ability of smart old-age care services to respond to the needs of the elderly,and improving the information literacy of the elderly.
