| In order to systematically break the urban-rural dual structure and promote the construction of urban-rural integration,the 16 th National Congress of the Communist Party of China established the guiding ideology of "coordinating the economic and social development of urban and rural areas".Since the 19 th National Congress of the Communist Party of China,in the context of urban-rural coordinated development,the government has increased policy guidance to shape the new urban-rural relationship of urban-rural integrated development by implementing the "new five modernizations" of "equalization of basic rights and interests of urban and rural residents,equalization of urban and rural public services,equalization of income of urban and rural residents,rationalization of urban and rural element allocation,and integration of urban and rural industrial development",and emphasized the decisive role of the market in resource allocation,so that elements can fully flow between urban and rural areas.Among various elements in urban and rural areas,land is the most important asset of farmers,while homestead is the construction land used by farmers to build houses and an important component of collective assets.With the rapid development of urbanization and modernization,the scale of urban construction land is increasingly tense,and the supply of some areas is in short supply,it is necessary to realize the efficient use of rural homestead and achieve the goal of both meeting the residential needs of rural villagers and vacating the scale of construction land for urban development.In view of this,this study selects Nanhai District,the experimental area of urban and rural integration development reform and innovation in Guangdong Province and the pilot area of homestead system reform,as the study area.Through four research methods: literature research,field investigation,case analysis and comparative analysis,and combined with field research,this study summarizes the typical utilization mode of Nanhai District for intensive,economical and efficient use of rural homestead in the context of urban-rural integration.By setting up an analysis framework of "Participating entities-Land situation-Capital flow",the paper analyzes three types of homestead utilization in Nanhai District: "Transfer by agreement,renovation of old villages","Self-built and self-divided,village apartment","Multiple used,Construction of home stay",analyses the preconditions for the implementation of the model,clarifies the operation context of "people","land","money" and other elements in each utilization model,and summarizes the deficiencies in the implementation of the model.This study provides valuable practical experience and policy suggestions for the future homestead system reform in Nanhai District and the national land system reform.Based on the comprehensive analysis of the historical evolution of the homestead system in Nanhai District and the typical utilization modes of the existing homestead,this study concludes that the utilization mode of the homestead in Nanhai District under the background of urban-rural integration is essentially a refined management of the homestead by drawing on the management methods of urbanization;the rational utilization of rural homestead and the efficient promotion of various utilization modes are inseparable from the overall guidance of the government and the support and cooperation of rural collective economic organizations and villagers;the selection of the utilization mode of homestead should be adapted to local conditions and other conclusions.At the same time,in combination with the policy theory of "The separation of three rights" of homestead,policy recommendations are given from three aspects: "Implementing collective ownership,guaranteeing farmers’ eligibility,and activating the right to use homestead". |
