Research On Social Stability Risk Assessment Of Land Expropriation Under The Characteristics Of "Good Governance Theory"

Social stability risk assessment of land expropriation,as an important work that can effectively identify and prevent the possible risks of land expropriation,is of great significance to protect the interests of the people expropriated,promote the implementation of land expropriation and maintain social stability.The revised Land Administration Law in 2020 stipulates that social stability risk assessment should be taken as the pre-work of land expropriation.As a result,the importance of this work has been elevated to the legal level,and relevant researches are also increasing.The core of social stability assessment of land expropriation is to design a comprehensive and reasonable social stability risk index system based on the scientific analysis of risk factors,and then select a scientific method to build an assessment model for evaluation and get the evaluation results.According to the evaluation results,make a reasonable decision,and take the corresponding risk prevention and resolution measures.This thesis takes the characteristics of "good governance theory" as the guiding principle,according to the characteristics of land expropriation,carries out literature collection and research,builds an "evaluation index document database",designs an evaluation index system by combining the analysis results of online messages on land expropriation on the network political inquiry platform,and then selects a qualitative and quantitative method to build an evaluation model,and evaluates with examples.The main contents are as follows:(1)Elaborated the research background of social stability risk assessment of land expropriation,and summarized relevant researches at home and abroad.Then it introduces the research content,methods and innovation points of this thesis,summarizes the connotation of "good governance theory" and the relevant content of the risk assessment system of social stability of land expropriation.(2)Combined with 21 literatures related to land expropriation,the "evaluation index document library" was constructed,and the risk factor indicators of land expropriation projects were initially identified,and the risk risk factor indicators with high frequency were selected.Then,by using content analysis method,13,245 messages about land expropriation were collected and analyzed on the network political inquiry platform of "Local leaders message board",and the demands of the land expropriated were obtained.Based on the analysis results of the demands,combined with expert opinions and literature analysis,the index of high frequency risk factors was classified and optimized.The evaluation index system of social stability risk of land expropriation is obtained.(3)A risk assessment model of social stability of land expropriation is constructed by combining AHP with fuzzy comprehensive evaluation method.(4)Combined with examples,the evaluation model is used to carry out risk assessment and obtain assessment results.According to the assessment results,the risk level is divided and corresponding risk prevention and resolution measures are proposed.The purpose of this thesis is to provide a scientific and practical land expropriation social stability risk assessment method,put forward relevant risk prevention and resolution measures,and provide reference for the future land expropriation social stability risk assessment and related projects involving land expropriation social stability risk assessment.
