Research On Public Data Grading System

With the development of the Internet era,public data has become an important factor of production.How to balance the security and efficient use of public data has become a major test of the times,and public data grading is an important measure to solve this problem.Public data grading is related to the two core propositions of data flow and data security.On the one hand,data must circulate efficiently to release its value,on the other hand,data security is the basic bottom line,and problems such as data leakage and data abuse cannot be completely avoided in data element market activities.Public data grading can better ensure data flow,promote data sharing,and ensure a dynamic balance between data security and flow.In recent years,China’s legislation and practice in public data grading have made certain achievements,but at the same time there are still certain deficiencies.This is not only detrimental to the security of China’s public data,but also hinders the flow and sharing of public data.Through the analysis of the current situation of grading of government data and industry data in China’s public data,it can be seen that there are currently prominent problems in China,such as insufficient understanding of public data grading work,imperfect legislation,lack of grading principles and specific guiding standards,and unclear grading procedures.This is not conducive to protecting data security,but also hinders the obstacles of data sharing between multiple subjects,making it difficult to achieve a dynamic balance between data flow and data security protection.China should take into account its own actual development situation,enhance its understanding of public data grading work,further improve the legal and regulatory system for public data grading,clarify the principles,standards,and procedures for public data grading,and formulate coordinated grading specifications;Clarify the jurisdictional authority and responsibilities of data regulatory departments,and complete organizational systems for hierarchical management of government public data.Through the above measures,accelerate the development and implementation of China’s public data grading work,and achieve a dynamic balance between data flow and data security protection.
