At present, the development momentum of cults in China has been effectively controlled, and it is also important to recognize that in recent years, illegal and criminal activities of cults have still occurred, becoming a major hidden danger that cannot be ignored in China’s national security and social stability. In October 2014,the Fourth Plenary Session of the 18 th Central Committee of the Communist Party of China listed cults, violent and terrorist activities, and criminal activities related to gangs as the targets of strict crackdown in accordance with the law, demanding that "never allow it to become influential",which put forward new requirements for the current governance of cults in China. The cult mobilizes brainwashed believers through social mobilization, organizes and implements anti social, anti government, and anti scientific activities, constructs a "secret kingdom",and seizes opportunities to seize power through disorderly governance.Taking the social mobilization of cults as the research entry point,it is of great significance to explore and weaken the deceptive nature of cult doctrines, prevent the resurgence of cults, and maintain national security and social stability. This article takes the framing theory as the perspective to study and analyze cases, studies, and data related to cults both domestically and internationally. It explores the general characteristics and influencing factors of the framework construction of cult social mobilization, and proposes corresponding governance strategies. The full text is divided into five chapters: Chapter 1 introduces the relevant concepts, development trends, and hazards of cult social mobilization.Chapter 2 combines the characteristic that cult worship is the core source of cult social mobilization ability, and analyzes how cults construct a main framework centered on cult worship through the deceptive theory of "eschatology-salvation-heaven".Chapter 3 combines the concept of "framework diffusion" to analyze the ideological, cultural, and media factors that affect the diffusion of the main framework for social mobilization of cults,as well as the means by which cults cater to fanatics.Chapter 4 analyzes several factors that affect the resonance of the framework for social mobilization of cults, laying the groundwork for proposing governance strategies for social mobilization of cults.Chapter 5 combines the previous research on the main framework and its diffusion,as well as the resonance of the framework,to propose relevant countermeasures on how to weaken the social mobilization ability of cults. The governance of cults is a long-term and systematic project. The framework construction theory delves into the process of micro mobilization, exploring the ideology, culture, discourse, and symbolic behavior in social mobilization, providing new perspectives and ideas for the governance of cults in China.Starting from the worship of the cult leader, which is the core source of social mobilization ability for cults,we will demystify it,weaken its deceptive and heretical beliefs, and play a good role in the anti evil role of advanced culture. We will actively respond to changes in social structure, continuously meet the needs of the people for a better life, and enhance the international discourse power of China’s cult governance.Multiple measures are taken to jointly build a barrier against the negative temptations of cults and create favorable conditions for creating a good and harmonious social atmosphere.
