| Currently,talent has become an important resource for urban competition and development.Since the central government promoted the high-level talent introduction plan in 2008,policies for high-level talent introduction have emerged in various regions.After learning from the advanced experience of other regions,the Wenzhou Municipal Government has also vigorously introduced a series of high-level talent introduction policies since 2010,especially the introduction and implementation of the "Wenzhou Municipal Government’s 40 New Policies for Talent Introduction3.0" in January 2022.However,in terms of the effectiveness of policy implementation,there are still difficulties in introducing high-end talents.Based on this background,it is necessary to analyze the policies for introducing high-level talents in Wenzhou.This article takes Wenzhou City as an example,based on talent incentive theory,Smith model theory,policy tool theory,and through interviews,questionnaire surveys,and literature review,analyzes the high-level talent introduction policies in Wenzhou City.Through research,it is found that there are insufficient integration of high-level talent introduction policies with local industries,incomplete high-level talent introduction policy system,and weak stickiness of high-level talent introduction policies in Wenzhou City A series of issues such as weak targeted policies for introducing high-level talents.After analyzing the causes of the problem,it was found that the main reasons were unclear policy objectives for high-level talent introduction,incomplete policy formulation process,inadequate follow-up guarantees,and a lack of policy evaluation mechanisms.Based on the above issues and their reasons,in the process of optimizing the policies for introducing high-level talents in Wenzhou City,we should take strengthening policy objectives as the guidance,enhancing the integration of talent introduction policies with industries,continuously improving the policy formulation process,and also strengthening the protection of high-level talent introduction policies,strengthening the evaluation and adjustment of policies,and taking multiple measures to continuously optimize the policies for introducing high-level talents in Wenzhou City,Promote the effective implementation and efficient implementation of policies.Through the research in this article,It is beneficial to scientifically explore new ideas and practices for the introduction of high-level talents in Wenzhou,provide support for the high-quality development and reserve of high-level talents in Wenzhou under the new situation,and provide certain reference and reference for the optimization of high-level talent introduction policies in other similar related counties and cities. |
