| Recently,with the acceleration of urbanization and the wide application of the concept of grid,grid has gradually developed into an important window to serve the people and a front position to maintain social stability.At this stage,grid governance is faced with new situations and problems,such as relatively extensive grid architecture,weak participation of social forces,inefficient operation of linkage system,and insufficient team building.Therefore,further improving the grid governance model is an important practice to strengthen and innovate social governance,which is highly consistent with the new requirements of the new era.With the demands,games and cooperation of multiple subjects on their own interests and common goals,the basic orientation and goals of the diversified cooperation and collaborative governance between the government and society are consistent,and collaborative governance is the general trend of the transformation of grass-roots governance model.Therefore,it is urgent to learn from the theoretical basis of collaborative governance,propose a grid governance innovation model in the perspective of collaborative governance,and solve a series of problems exposed in past practice.The research of this paper is based on the traditional concepts of grid and community,and focuses on the grid governance of urban communities.By elaborating the current situation of grid governance in S Street,using the in-depth interview and questionnaire survey,the problems arising in the process of promoting the construction of grid governance mechanism in S Street are excavated,and the reasons for the problems are analyzed by using the theoretical thinking of collaborative governance,such as the grid architecture can’t adapt to the new requirements,the offside absence of community governance subjects,the lack of a benign collaborative governance process,the lack of incentive mechanism for grid staff security,etc.On this basis,the optimization countermeasures of urban community grid governance from the perspective of collaborative governance are proposed,such as iterative upgrading of grid architecture,improving the multi governance system,effectively giving play to the advantages of collaboration and improving the level of grid teams.This paper provides relevant experience and reference samples for other regions to build an upgraded version of grid governance.Under the current policy context of China’s social governance,it also provides some reference and inspiration for the management methods of upgrading from "management" to "governance" iteratively. |
