Research On The Reform Of The Comprehensive Administrative Law Enforcement System Of Urban Management

Since the reform and opening up,China’s economy and society are developing rapidly,cities are expanding and construction levels are gradually improving.Some of the "urban diseases" are also becoming more and more prominent-private construction,illegal business,littering and parking,etc.The living environment of urban residents is being seriously disturbed and the people’s demand for urban management is increasing.The demands of the masses for urban management are also becoming higher and higher.The task of ensuring well-functioning cities is becoming more complex,the need to strengthen and improve urban governance is becoming more urgent,and the status and role of urban governance is becoming more important.Since 1997,when urban governance was launched in China,the comprehensive administrative law enforcement system for urban management has been reformed several times,and has achieved some milestones,but there are still problems of ineffective governance,unclear responsibilities,inadequate laws and regulations,simplistic management methods,and uneven quality of law enforcement personnel.Therefore,Jinzhong City has changed the previous system of comprehensive urban management and administrative law enforcement,redistributed the scope of responsibilities of urban management and administrative law enforcement,and achieved the reform goal of "big city management" comprehensive law enforcement,professionalism under comprehensive,and "multi-purpose" law enforcement personnel.As one of the important tools in urban management,the comprehensive administrative enforcement of urban management provides a solid foundation and a strong guarantee to meet the growing needs of the people for a better life.Reforming the system of comprehensive urban management and administrative law enforcement is an important measure to improve urban governance and strengthen the management capacity of the government,and is also a practical need to improve people’s livelihood.This thesis focuses on the comprehensive administrative law enforcement reform of urban management,taking Jinzhong City in Shanxi Province as an example,and elaborates on the positioning of urban management functions and the division of responsibilities from multiple perspectives and dimensions,as well as the comprehensive law enforcement reform model of the "three-duty-in-one" mobile team of public security,traffic police and urban management as a pilot city in Shanxi Province.Through the methods of literature research and case study analysis,the experience of the reform of the comprehensive law enforcement system of urban management in Jinzhong City is studied,and the problems of the lack of clarity in the mechanism of law enforcement authority and responsibility,the lack of sound protection mechanism and the lack of attention in the mindset of the law enforcement system of urban management in Jinzhong City are focused on,in order to further establish the mechanism of linkage and collaboration,standardise the institutionalisation and strengthen the construction of the law enforcement team,and strive to establish a coherent system covering inspection,service,management and law enforcement,It provides ideas for further establishing a coherent,efficient and rapid new pattern of comprehensive urban management enforcement covering inspection,service,management and law enforcement.
