General Secretary Xi Jinping in the 20 th CPC National Congress stressed that talent is the first resource,to insist on the priority to the development of education,accelerate the construction of education powers,improve the training quality of talents in an all-round way,do a good job in the people’s satisfactory education.With the expansion of the scale of postgraduates,the problem of postponing graduation and elimination become more and more serious.Based on Neo-institutionalism,this study takes the postgraduates elimination in "Double first-class" construction universities as the research object.And this study interviews the postgraduates and tutors in "Double first-class" construction universities,to grasp the practical status of the postgraduates elimination in "Double first-class" construction universities.Coding and integrating the interview texts,analyzing the reasons faced by postgraduates elimination,clarifies the institution logistics of postgraduates elimination,and then realizes the institution optimization and helps high-quality postgraduates’ training.The basic situation of the postgraduates elimination in the "Double first-class" construction universities.By combing through 509 official announcement texts of postgraduates elimination and 49 policy texts of postgraduates’ cultivation,extract the value of postgraduates’ cultivation.From the four dimensions of "years of study","professional disciplines","scale and grade of elimination",this thesis summarizes the basic current situation that the postgraduates have been discharged over the specified years,engineering and economic management has a great degree of elimination,the number of elimination has an explosive growth year by year,and the trend of elimination has an inverted U-shaped distribution.Using Neo-institutionalism,this thesis conducts in-depth coding analysis of the interview texts of 20 postgraduates and17 tutors in "Double first-class" construction universities.This thesis concludes the main reasons: individual subjective and objective dilemma,the contradiction of training units,the negative external effect of tutors,the dilemmas of science and technology and the mismatch between teachers and students.It clarifies institution logistics of the postgraduates elimination in the "Double first-class" construction universities.It is embedded in the multiple interaction "individual micro logistics","bottom-up" guidance action relationship,supplemented by academic autonomy of "connecting the preceding and the following".However,the "top-down" public policy regulation is weak in the interview process.Based on institutional logistics and the major dilemma of postgraduates elimination in "Double first-class" construction universities,the quality assurance mechanism of postgraduates training driven by policies is constructed and perfected.The value orientation of college training is changed from result monitoring to quality management,and external driving and individual consciousness jointly promote the development of postgraduates.And flexibly learn from the world’s top universities postgraduates elimination feasible experience.Better improve the utilization rate and quality of higher education resources,promote the high quality development of postgraduates education,and realize the high quality development policy in the field of postgraduates education.
