Research On The Logic Of Government’s "Creation Of Safety Development Demonstration Cities" Behavior Based On The Theory Of Actor Network

In September 2020,the State Council safety committee office published the "National Security Development Model City Construction Guidance Manual," as a safety development model city practical guidance program.The safe development model city becomes the national level safe governance initiative formally,is the city safe governance powerful tool.At present,various regions take the safe development demonstration city creation work as the important grasp,strengthens the city safety each work comprehensively.In order to reveal the behavioral logic of creating a safe development model city(called "creation of safety development demonstration cities" for short),in this study,we analyze this interaction and mutual shaping process by using the actor network theory created by French scholar La Tour.This research takes "creation of safety development demonstration cities" as the research object.Firstly,it defines the related concepts such as government behavior logic,safe development model city,etc.combing out the steps,types and characteristics of the safe development demonstration city.Secondly,based on the actor network theory,this thesis constructs the analysis frame of "Problem-benefit-conscription-mobilization",and reveals the behavior logic of "creation of safety development demonstration cities".An important feature of the actor network theory is that the non-human actor,the creation of indicators,is also included in the behavioral analysis.The study found that " creation of safety development demonstration cities" is a process in which the government and other actors use the indicator system to improve the level of security governance,it promotes the dominance of recessive governance,the integration of debris issues,the clarity of governance issues,the speed of chronic issues,urban security competition.In addition,creation of safety development demonstration cities index system has gone beyond its own instrumental attributes,and in turn has reshaped the new security governance system from four dimensions:decision-making system,execution system,participation system and power system.It can be seen that the essence of "creation of safety development demonstration cities" is the process of interaction and shaping between people and things.Finally,this study will " creation of safety development demonstration cities" under the perspective of the modernization of national governance to examine and reflect,and analyze the "creation of safety development demonstration cities" sustainability.
