"Streamline administration and delegate power,improve regulation and upgrade services " reform is a major measure to deepen the reform of the administrative system and promote the transformation of government functions after the 18 th National Congress of the Communist Party of China.The tobacco monopoly management system has been established and maintained for nearly forty years.The reforms of "streamline administration and delegate power,improve regulation and upgrade services" started relatively late in the municipal tobacco monopoly bureaus so there are very few cases for reference.As an important component of national economy and fiscal revenue,the tobacco industry faces enormous challenges such as a shortage of human resources,complex market entities,and heavy regulatory responsibilities.Therefore,studying the reforms of "streamline administration and delegate power,improve regulation and upgrade services" in prefecture level tobacco monopoly bureaus has important theoretical and practical significance for achieving modernization of tobacco monopoly management and administrative law enforcement.According to the logical thinking of "summarizing the current situation-analyzing the reasons-putting forward countermeasures",this thesis analyzes the measures taken in the process of the reform,the results achieved,the difficulties faced and the reasons,and finally puts forward solutions based on the actual situation of the reform of "releasing,controlling and serving" of City C Tobacco Monopoly Bureau.Through the above research,results and countermeasures are as follows:Analysis of the current situation of reform: City C Tobacco Monopoly Bureau has taken the following main measures in the reform of "Streamline administration and delegate power,improve regulation,and upgrade services" : streamline administration and delegate power,implement the new version of the 《Provisions on the Rational Distribution of Retail Stores of Tobacco Products in City C》,and implement the "four reductions and one increase" tobacco monopoly retail license handling service;Strengthen supervision,build a new regulatory system,promote the governance of illegal acts,and pool the resultant force of market supervision;Optimize services,optimize licensing process,strengthen retail operation guidance,carry out publicity and education,and create platforms of "Kingsley tong·jia ·hao".At the same time,some positive results have been achieved: the access standard for retail license has been relaxed according to law,the application for administrative license has become more efficient and convenient,unlicensed cigarette customers have been effectively transformed,complaints about administrative license handling have been significantly reduced,and the subsequent supervision of license has been further strengthened.Research on the dilemmas and causes of reform: due to the low threshold for license handling and access,the increase of illegal business activities under the guidance of interests,the growth of market demand and enthusiasm for license handling under the influence of epidemic situation,and the imperfect team building,the contradiction between the rapidly growing cigarette retailers and the limited tobacco human resources,the contradiction between the rapidly growing cigarette retailers and the planned supply of goods The contradiction between the complex and diversified business entities and the single and backward regulatory model.Countermeasures and suggestions: strictly control the access control increment,revise the reasonable layout regulations,implement the grid total amount control,strictly inspect and verify the standards and improve the experience of certificate application and conduct regular follow-up assessments and supervision;Strengthen and refine the follow-up supervision to reduce the stock,establish and strengthen the supervision team,rectify abnormal customers,explore credit score management,and make good use of information supervision tools;Provide good customer service to stable total amount,strengthen the promotion of laws and regulations in advance,improve pre risk reminders,add total amount control reminders,strengthen the construction of rural marketing networks,and assist in customer management.
